Underclass Citizen Shall not receive any Rations from the Ration Distribution Terminal At the Victory Street,​ They shall be Redirected to a Secondary Ration Distribution Terminal at Triumph Street.​ 4. BIOTIC's underneath TIER 1 - DOCILE - 20 COHESION POINTS shall have their Access to Victory Street be Revoked. 5. Purpose Statement

Underclass Citizens, underneath 90 Social Credits and Biotic's underneath Tier 1 - DOCILE - 20 COHESTION Points should have their Access to Victory Street be revoked, in these Dire times where Crime is more often performed than any Ordinary Workforce , Shall we the Legislative Assembly take action.

We shall build a Small 2nd Ration Distribution Terminal for Underclass Citizens in Triumph Street​

Slice of life is boring. CCA should make bad decisions creating pressure and tension in the city forcing responses.

Willard is so used to complaining on the forums when they disliked something OOCly, riot, advocate and fight against these things ICly. The combine doesn't have the best interests for humanity, of course they're going to make bad decisions.

this isnt the combine making those decisions, the CCA is entirely ran by humans making these decisions. i know they're not supposed to be good people but everyone is bound to complain when theres no other way to work other than work cycles or being employed at a shop.

there are no other warehouses outside of Victory street. no one can make SC or credits at all if they're not in Victory. otherwise, a majority of citizen players will be forced into slums/rebel roleplay instead of doing what they want to do. if there were other work opportunities throughout the map, then maybe we wouldnt be complaining as there'd be different avenues for work. another thing is Victory street is the most common area where everyone is in, making it entirely T1+ will exclude new players from exploring and fleshing our their characters.

you guys need to really think about this and how this will play out if implemented. we are hating OOCly because this will create an imbalance on the server, you're just excusing that by giving us the horrendous argument of 'people will complain!'

I mean the only way to start on lower than 100 SC is to select the "ANTI-CITIZEN" starting option - which signifies your character will be a rebel / slummer anyway, just don't get caught commiting crimes and you wont be forced down to the slums simple as.

It makes sense from an IC perspective to have some form of segregation

the only issue i see with this is that it will make underclass extremetly difficult to get SC if they can't attend workshifts
