Fixed Fatigue System Broken (Again)

1. Bug: Fatigue system is still fucked. I'm stuck at half stamina despite having full fatigue.
   
2. Description: Pretty simple, my stamina is stuck at a maximum of 50% despite having a full fatigue bar and 'Normal' fatigue status. I believe it happened after I fully drained my stamina once (which you need to do to fix your speed every time you log on.)
3. Errors/time: No error messages that I can find. Bug occurred at roughly 10AM EST.

Known issue, I believe. Someone said something about it last night, around an hour or so after AP ended.

The system should absolutely be disabled until it's fixed or it's going to affect everyone.

changed some things in the config to bandaid fix it live, and I've made some changes to permanently fix it as well. just an oversight no one caught onto in testing. as for the missing material, well, I forgot to add it to the content pack
