Denied Forum Suggestion: Private Complaints Sub-Forum

I thought we had this already. It'd be great to have the main complaints forum be public, and then have a private complaints sub-forum for users who only want staff to see their complaint. Publicity is good for complaints because it allows the perceived issues to compile and to grab a more accurate picture, as well as for more users to provide potential fixes. Currently, the main complaints forum is private from the looks of it.

Meanwhile, the private complaints sub-forum can be for those who don't want publicity, and feel like their complaint may warrant flaming or hate, or whatever they fear.

NOTE: I could be wrong in saying that the current complaints forum is private. I simply had another user try to access a complaint I made and they said they couldn't get to it. Correct me if I'm wrong. We still need a destinction between the two.

We do not want the main complaint section to be public simply because, frankly, it doesn't work. Complaints by public trial almost always turn into drama. To efficiently help solve cases we've made it a per-person case which has greatly helped our ability to solve issues compared to before.
