Bug Frozen water

When it snows with StormFox on C24 the water underground freezes allowing you to walk on top of it. So when it snows and you jump down the elevator shaft in the apartment building you will die from fall damage instead of landing in water, in the same room you can enter an underwater tunnel which will also be blocked. Also in the drop-down from the upper sewers to the lower sewers.

We set up stormfox to never freeze on C24 on server.

That part of SF2 is just not compatible with the map since SF2 isn't too clear on how it handles enclosed spaces. For example, one of the shops turns to snow and there doesn't seem to be a fix for it.
