Accepted Generalisation of the Request Device

With the current system in place for request devices, the reporting individual can provide a two-page documentary on what situation has occured, where they are, who is commiting a crime, a thorough description of the aggressor/criminal and their accomplices, the state of damage to a specific individual, and the quantity of whatever aggressing force is causing the reporter displeasure or bodily harm.

Obviously, most requests aren't like this, but it provides the ability for a random citizen who spent fifteen credits on a request device to be the greatest weakness of any rebel attack.

Getting to my suggestion now, I am proposing that we remove the ability for citizens to have a direct conversation in what functions as a one-way pager, and instead make it a simple ping. It tells the receiving individual who made the request, and where, but not the details of it.

I'll list out what I think the pros and cons of my suggestion are.

PROS:

It adds a sense of randomness to every request device call. An officer walking around might not respond to someone saying
" *** [CID #66215 Requests Civil Protection at RB-2]"I need a civil protection officer to kill a rat",
but they might respond to
" *** [CID #66215 Requests Civil Protection at RB-2]"

It would also provide what I think would be some external nepotism, as they may prefer a tier-three citizens report over an Underclass citizen report.

It provides more time for an aggressor to get away from a scene, as the CivPro doesn't know *what* the request is about, only that one was made.


CONS:

This change may give rebels a massive advantage, as they can easily shank someone to death before Civil Protection even knows what's happening or some other rebellious activity.

This change will be very annoying for Civil Protection officers and the "loyalist" community.

If someone wants to admit a full-length report, they can do so through the Civil Terminals by submitting a crime report instead of using a request device.

I fear this may result in even more over-response on the side of Civil Protection, as every cop online will sprint over to the location of the request. It could be someone spotting an army of rebels, or reporting a bomb, you know?

I can see this working though, but that is if we also implemented some standard protocol for handling requests.

For example, a standard request made by a T-1 citizen should only have one unit responding, semi-urgently. A request from a T-5 loyalist would require a 2-3 unit urgent response team.

Just some ideas on how to properly balance over-escalation if this were to be a thing.

True (one would hope) that a high tiered loyalist wouldn't report someone littering via request device, and instead make a crime report, or report it in person, though the thought of 3 jacked up SMG-at the ready CPs turning up to a dude that tossed his ration trash on the floor would be pretty funny

I think it also stops a bit of powergame, I mean having to talk into it makes it so it isn't a /me civpro NPC spawner. I mean let us say you're John the thug and you start beating someone who isn't paying up to pass you by. It makes it really easy for someone to just do one /me of putting their hand in the pocket and it sends an alert. Same for any rebel assaults. Some loyalist can see them passing by and just do a /me of them putting a hand in their pocket without having to at the very least run off to safety so they aren't heard.

I feel as if it being something that can be spoken into gives it that extra step in which can heavily influence if a patrol would even want to check it out as discussed above. If someone just presses the button and nothing goes through and it's just dead air. What unit wants to walk into something that looks like a trap?

IMO, less interesting for cops cus by the time you hear of it, it's already history.

The goal of this suggestion is to reduce the information given to cops about ongoing situations, while not removing all of the information.

if cps don't wanna respond, they don't! Especially if your file has a lot of 62; false reports on it.

There's already an automatic /me when people use a request device so *everyone* around you, knows you used it.

As mentioned in previous topics, I'd figure loyalist nepotism would play into this. They'd value a tier-fours request over a tier-three's request.

Not to mention, this lack of information does augment CivPro Reaction, there's also nothing stopping you from spamming the request device if it is urgent, however if the responding officer doesn't think it's urgent... better get yo ass on the wall.

Also, if a request was made, and it was later discovered that the request was relating to say, a bomb someone planted, and no officer responded then you can imagine the consequences of that
