Conditional Amnesty for Combine Collaborators​

BY AUTHORITY OF THE GENEVA COALITION COUNCIL
EFFECTIVE IMMEDIATELY UPON RATIFICATION

The Geneva Coalition hereby establishes a framework for conditional amnesty of Combine collaborators who voluntarily surrender to Coalition personnel.

ELIGIBILITY:

Power is hereby vested into Coalition members to grant conditional amnesty to surrendering Combine personnel, provided the following conditions are met.
Initial eligibility determination rests solely with the Coalition operative receiving the surrender until formal review by Council.

Combine Civil Administration:​

1. The following parties are eligible for amnesty under this action:
   1. Lower ranking members of the Collaborator’s Party.
   2. Civil Ministry staff(with some positions and ministries explicitly excluded below).
   3. Civil Workers’ Union staff and management.
   4. Civil Medical Union staff and management

Civil Protection:​

1. The following parties are eligible for amnesty under this act:
   1. Civil Protection officers ranked lower than intention-1.
   2. Current or former low-ranking Conscripts and Officers of the Combine Civil Reserve.
   3. Individuals who did not willingly betray a resistance cell, not resulting in the capture or death of a Coalition-affiliated individual or cell.

Exclusions:​

1. Some parties are explicitly excluded from eligibility.
2. The following parties are NOT eligible for amnesty under this act:
   1. Combine Overwatch soldiers of any grade.
   2. Civil Protection officers ranked higher than intention-1
   3. Ministry individuals involved in human experimentation
   4. Current or former higher ranking members of the Ministry of Progress
   5. Current or former higher ranking members of the Ministry of Commerce
   6. Current or former members of the Ministry of Civil Protection
   7. Individual responsible for mass civilian casualties
   8. Individuals who willingly and directly betrayed resistance cells resulting in the capture or death of a Coalition-affiliated individual or cell.
3. Additionally, the following people MAY NOT claim amnesty under this act at any point:
   1. Benjamin Orwell Benedict
   2. Laurentius Heartwick
   3. Enzo Valente
   4. Wyatt Callaway
   5. Aleksandr Yurievich
4. Exceptions to these exclusions may be made upon majority vote of the Coalition Council. Individuals seeking exceptions must remain imprisoned until a decision by the Council is made.

SURRENDER PROTOCOLS:​

1. Eligible collaborators must surrender voluntarily, relinquish all Combine equipment, provide actionable intelligence as proof of good faith, and submit to temporary confinement during assessment.
2. Coalition personnel shall ensure the collaborator's basic protection, document the surrender with witnesses when possible, verify intelligence provided, and transport the individual to the nearest secure facility.

TERMS OF AMNESTY:​

1. Collaborators granted amnesty shall be protected from summary execution, receive basic necessities, have opportunity to contribute to resistance efforts in non-punitive, non-combat roles, or (by volunteering for) a punitive combat role, and to face no further punitive action for prior collaboration provided full disclosure.
2. In exchange, amnestied individuals must provide complete information about Combine operations, surrender all Combine technology and access codes, accept necessary restrictions on movement and communications, and perform assigned duties benefiting the Coalition.
3. Amnesty may be granted alongside some non-lethal punitive actions, depending on the severity of a Collaborator’s crimes. The content of said punitive action is at the discretion of the Coalition operative granting amnesty.
4. Upon request, the leader of a Coalition member cell may contest the eligibility of a person who received amnesty under this law by bringing it to the Council for investigation and review.
5. Upon request, the leader of a Coalition member cell may contest the punitive actions leveled against a person who received amnesty under this law by bringing it to the Council for investigation and review.

REVOCATION:

Amnesty will be immediately revoked if the individual attempts to contact Combine forces, withholds critical information, sabotages Coalition operations, attempts unauthorized escape, or commits violence against Coalition personnel or civilians.

Upon revocation, the individual shall be subject to trial by Coalition tribunal.

IMPLEMENTATION:

All Coalition cells shall implement this amnesty policy immediately. Regular reports on amnesty applications, intelligence gained, and collaborator integration shall be submitted to the Council. This edict shall be reviewed after six months.

RATIONALE:

The Geneva Coalition recognizes that many serve the Combine under duress or coercion. By offering a path to redemption, we gain valuable intelligence while demonstrating our commitment to justice rather than vengeance. This policy distinguishes our governance from Combine oppression and acknowledges the complex moral realities of life under occupation.
