Bug Handheld Radio still allows to use it and read messages when put in public vault

1. Bug: When you put a handheld radio (in this case, a Makeshift Radio) into one of the public lockers (the ones in the city and sewers), you can still use the radio and read messagse as if you had it on you.
2. Description: Take a handheld radio (makeshift one, unsure if the bug exists with the normal one, too) and type something in the radio chat. Afterwards, put the radio into one of the public lockers, and try typing something into the radio again.
3. Errors/time: No errors.

I'm guessing this is because the stashes are technically a part of your inventory...

Likely that the cache of who is on what channel doesn't update as it transfers to another inventory you own. I'll take a look.
