His clothes, while of good quality, are threadbare, and in need of a thorough washing, emanating a distinct odor. In contrast with his aged appearance, his gray eyes appear dramatically alert, constantly observing his surroundings and processing information.

Aren't you zhe ones who asked me here? No matter... I am interested in zhis position because I am familiar with zhe work zhat zhe CLC does and I believe I can provide valuable expertise to your operations in City 24, District 9. Question Three: How long have you worked in Industrial 24? Let me see... I believe since zhe war. I lived in a village not far from zhe location, so I was transported here. I have worked in zhe industrial sector ever since. Question Four: How did you obtain the position of factory director? Vhat do you think? Hard work, determination, and loyalty. Mein constant and unremitting labors were noticed by zhe factory managers, and I was appointed to various management roles until reaching the final position. I believe zhe Industrial 24 ministers were impressed with mein... unorthodox manners at maintaining discipline in zhe factory. Question Five: What is unique about your personal management methods? Ah... To be frank, it mainly boils down to making examples of zhe undisciplined. Some workers require zhe proper motivation. Vell, most factory directors use lashings and beatings to maintain order, and while I did occasionally employ such punishments, I usually... ehm... How do you say? "Went for zhe jugular?" Ja, zhat sounds right. I had learned zhat zhe Combine possess records of every citizen's family members. As such, I simply asked for zhe records and incorporated zheir use into my discipline scheme. It is quite similar to how Civil Protection is kept in line, if you are familiar. Question Six: Did you use any other methods? Oh ja, of course. Most of zhe workforce was expendable so I treated zhem as such. Hangings, live immolations, etcetera... Very effective at motivation, as you can imagine. I also found great utility in employing more Vortigaunts in mein factory zhan was standard for others... You don't have to feed zhem as much, zhey can work for far longer, and zhe threat of... vhat is zhe word... Ah! Zhe threat of nullification generally kept most in line without issue. Zhey are also a superb source of power for our facility, and are far more expendable zhan a human. Question Seven: One particular situation brought our attention to you. Would you like to elaborate on that? Situation? Ehm... Oh, right! Vell, as you are aware, zhe Combine have various facilities around zhe sector zhat specialize in transhumanization. I learned of one such facility not too far from our factory and sent some of mein workers zhere who were notoriously undisciplined. You must know zhat zhis facility specializes in zhe creation of "Stalkers," though I did not want zhese for mein factory. Zhey need proper hands to maneuver zhe parts, you see. Instead, I sent in a request along with zhe workers zhat I wished for zhem to become more "docile." Honestly, I was expecting zhem to be killed and forgotten, but to mein surprise, zhey were sent back in one piece... more or less. I don't know vhat zhey do over there exactly, but vhen zhe workers returned, zhey were missing their [REDACTED] and seemed to be missing zhe [REDACTED] and [REDACTED] from their brains. Apparently zhis was a new, experimental technique, and it worked like a charm. Zhey had never been as docile or productive! Of course, zhey did tend to drool all over zhe place and died from a seizure around six months after zhe procedure, which is actually quite ideal considering zhat is about zhe life expectancy of a regular factory worker! *An audible, quick expulsion of breath is heard.* So... Ahem. Question Eight: If you were appointed as CLC Inspector, what would you bring to the table in District 9? Vhat I can bring is years of experience and zhe determination of someone who wishes for zhe Universal Union to achieve its goal and bring our species to zhe stars; I am an aging man, and immortality is closer zhan ever before for zhe human species. As a result of my experience and determination, I will ensure zhe total and complete efficiency of zhe district's production, using vhatever means necessary. Keep zhe workers safe and in line and zhere won't be any problems to speak of. Such is the policy of zhe Civil Protection, which vee appreciate greatly.

While vee would usually despise such a group of unproductive members of zhe species, zhey are at least nominally in favor of zhe overall goal of zhe Universal Union and zhe final evolution of zhe species. Vhatever zheir flaws, zhey have at least demonstrated an inkling of appreciation for zhe greater gut.
Civil Workers Union and DOB
Vhat is your goal? Do you not know vhat zhe final goal is for our species? You profess a love for production and efficiency, and yet you are ignorant of zhe proper methods to achieve zhis! Your "friendly" treatment of zhe workers simply impedes zhe progress of zhe common cause. Put zhem in zhe factories! Work zhem for twelve hours at a time! Punish lack of motivation with zhe PROPER methods! As for zhe DOB... Citizen management of stores is antithetical to zhe will of zhe Benefactors. Put zhe store owners to work in zhe factories, and distribute resources according to need! Citizens do not need luxuries... Zhey only need food and shelter.
