Here's a character auth idea for ya

A man from another city comes to City 24 with the weirdest authorized clothing setup you can get with the body-groups that has been authorized by the UU.

His Occupation is that of City X Clown with a note that he owns a suitcase with these funny clothes. A cloth in my mind would be the trenchcoat.

The clown is neutral, he attends events if he can and will create moments which are comedic.

One ability that the clown would possess is his strict neutrality, being authorized with the obligation to observe silence.

The Clown is not aligned to the resistance nor combine - even if he would be tortured for information his authorization is able to contain the confessions of others.

In general a character such as this would be able to be a sight and an opportunity to allow characters to confess stories or events without consequences as the clown is neutral.
