Welcome to the new Work In Progress Hierarchy chart for Willard Networks.
This was made in response to recent events where the hierarchy between the factions was blurred. So in order to fix this, a new hierarchy chart was requisitioned which did not just list Local factions but also Sector level factions.

Before we go over the chart, let's first take a look at the colour codes of what you are about to read:

Red: Global Authority
Orange: Sector-Level Authority
Purple: City/Administration-Level Authority
Pink: Sub-Level Authority (Child of Purple)
Green: Policing/Basic-Level Authority
Blue: Citizenery (Either some or no Authority)

Of course, now we got the colours out of the way, you may want to know what these authority levels mean, which I will quickly go through them here:

[SC / CT Coordinator Control] Global Authority:
These factions and/or figures are untouchable by any other entity. They are the highest form of authority and have their own command chains, as you will see below on the Chart. Nothing can compare when it comes to these levels of authority. The in-character consequences for obeying and disobeying these highest authorities are to be determined by the choice of players involved in their sphere of influence.

[SC / CT Control w/ permission] Sector Level Authority:
The next level of authority sits at the sector level in regards to their equivalent Site Directors, just below or equal to the Summit. These entities are controlled by the Summit as its chain of command but also have a sense of an untouchable aura around them. While their global operations span a great "impenetrable aura" of authority, that cannot be said the same for their operatives. If they have been summoned and given a task by anything more than the Summit - they will see it through regardless of the cost.

Of course, this is not to say these members are simply able to produce counter-obeyance to the Socio-Stability of a chosen City or Sector. At any time, if any member of the Overwatch deems a member / operative of these organisations acting out of line with any Combine affiliated policies or violations, such operatives and individuals may be DETAINED. If they become a threat to assets, then authorisation may be given to amputate them.

[Faction Lead Control] City/Administration Level Authority:
This is more of a localized level of authority related mainly to each individual City. These include individuals like City Administrators, Vice Admin, Overseers, Ministers and Directors. They share a symbiotic relationship in terms of authority with Overwatch Transhuman Soldiers garrisoned in Cities and the respective Civil Protection Leadership.

Members of this level tend to maintain and manage City infrastructure, policies & laws, legislation and much more.

[Faction Lead / Manager Control] Sub-Level Authority:
Members of this level of authority are a sub-branch or child of the respective Administrative authority level in a City, District or Precinct. Their local authority stems over their respective civilian-level departments that co-enact the regional functionality to a stable output. They are specialists in their own departments, carefully not stepping across key boundaries when relationally interacting with the socio-stability of a region.

Basic Level Authority:
Basic Authority involves anyone in the policing, low-level military like the units of Civil Protection or the Overwatch Standard Forces. They have authority over any citizen-related department, individual or group that interacts with them within their specialised field of expertise. They uphold the law, and for good reason.

Citizenry:
The citizenry is next to no authority or none at all within the pre-determined social hierarchy. They have no say in anything other than the life they choose to live under scrutiny or pleasure by the Civil Administration. Living normal lives and as everyone knows - they are the oppressed proles of a decadent "civil society". However, they are important enough to run local businesses and do specialise in various branches of Union Civilisation. Activities do vary.

EVENT CHARACTERS SHOULD NOT BE USED TO OVER-DIRECT / SUPERSCEDE REGULAR, STANDARD CHARACTER'S AUTHORITY UNLESS GIVEN PERMISSION BY CT COORDINATORS & COMMUNICATED WITH THE RELEVANT FACTION LEADS BEFOREHAND.

ABUSING THE ABOVE ROLES IN
ANY CAPACITY WILL RESULT IN YOUR REMOVAL FROM SAID FACTION OR AUTHORITY.

EVENT FACTIONS:
ADVISORS / OCIN: The Overwatch Central Intelligence Network is a vast, globally connected matrix of enigmatic alien technologies driven by a sole, but very powerful and rather "omnipresent" Artificial Intelligence, maintained by the sinister Combine Advisory. This central noose-sphere of panoptic functions and exostatic elements are the sole core overlords of the Combine Empire. Their thoughts are put into words, and their words drive the reality of the occupation on the Earth. They rule with the fist of an archon throughout the planet.

EARTH ADMINISTRATION: Doctor Wallace Breen and his powerful adjutants are the highest in the food chain for human collaboration with the Combine Empire. They rule direct from the Citadel within City Seventeen and are always in premature contact with the Advisory. What ever gospel reaches their ears, they deliver to their alien masters. And when their alien masters summon human cause, it is first directed from the top of the Earth Administration, delegated down each branch of Earth's 'Union Government'.

Falls under whatever faction it falls under. There is far too many branches and roles to include all of them.

Skyrim was infact the last place this came from. The whole idea of the role mostly came from a book entirely unrelated which named Detectives & Inspectors with Military and Combat training as Spriggans, though as per the SRC lore, it really is just another alt name for Sergeant or Senior position.

CMRU doesn't have a chairman

Also the colours don't match up
The name just wasn't updated to match the current role- so Chairman / Director is same thing in this instance.

As for the colors, they do most add up as per the page and really not hard to work out which color is which so minor point ngl as they are practically the same.

Why include roles within the CLC, CPRD and SRC then. Just feels that the MOC, MOP and CCDE are infinitely closer to actual day-to-day occurrences and the overall hierarchy than any of the mentioned before, and should be generally outlined with their respective authority.

Plus some of the roles within the "big three" are named the same way as already existing ones. CPRD's Executive and Auditors with MOC's, CLC's Director with CMRU's Director, SRC's agent with MCPs. Do they really need their exact ranks outlined in a graph, despite each of these ranks having total authority over their respective domains anyway?

Because CLC and CPRD have become day to day factions holding a lot of power and there is a difference between someone playing a low ranked CLC vs a high ranked CLC. So the Hierarchy needs to include them so people don't get confused at who is who- for the CWU and CMRU and even CCA, CLC and CPRD have both become super common occurences which are always around. Once event factions, now event factions which are around and in use 24/7.

SRC since it has been showing up a lot more recently we decided to make sure everyone knew that a Junior Agent compared to your regular SRC agent has a massive difference in authority. Juniors are considered below investigators of the MCP and given their around atm, also good to know that a Junior is some low ranking official vs any other Agent.

Personally I would prefer if the chart mentioned all the important roles top to bottom and overall theres far too many insignificant branches in Willard for me to note them. Sure I could remove some roles from the chart as you will never see them, but want to aim for something which breaks down CP, CWU and CMRU hierarchys.

And the whole reason this chart mainly exists first and foremost is it was made back in the Maroon CP era where it became decided that Event factions need a more clearer chart showing their authority in respect to the Cities as there was a whole power struggle between CP, OTA and Sector chars at one point. So really this is more a a high level chart made more or less for the important factions.
