Normal CWU with melee 50 and a fireaxe that can two hit a rebel be like:

"Hmm lets go do a workshift in the CZ."
 
turn everyone in the cwu into a rebel they'd be too goated for combat. zombie raid in the sewers? send the CWU with level 50 melee to deal with it in 10 seconds imagine a CWU shotcop but its just a bunch of guys running out with fireaxes and crowbars
