Honestly Citizen RP is the best time you have to make character development, prior to joining an actual faction, whether that's CWU, Civil Protection, a rebel group, etc.
If you're a recent transfer, you have time to decide which way your character is going to swing. Is he going to be sympathetic toward others and help the poor/downtrodden, is he going to manipulate people and report them for the Social Credit? You could open a store through DOB, get employed to work in one of the stores, slowly integrate yourself as a loyalist, or an anti-citizen in the slums.
Yeah, I mean, aside from doing work shifts and turning in contraband/people, there's not a whole lot offered if you want to be collaborator. But if no RP is being brought to you, bring it to others. I've met tons of people and gotten a lot of enjoyable RP from simply hanging out in a Cafe, talking to a lone player trying to roleplay, or finding a group that's already talking and add to it. All depends on your approach, really.
I find it better to do it that way, rather than just jump right into a faction with a new, blank slate of a character.
But that's just me. Otherwise, just farm SC, join a faction, betray the faction, join another, get your crafting skill up to 50 and start your own rebel army.
