HL2RP Roster

Re-structured the roster a bit, as the CM (Community Management) role no longer exists due to the council managing the main server under RAD's direction. Each community and server pretty much now has it's own management and staff team with their own decisions.
 
Roster updated with affiliated faction, staff and managerial changes.

Hayden stepped down from mainline server staff to focus on Short Stories as he is its manager.
 
@Kaffee stepped down from staff.
@NIXeighteen stepped down from Head of Staff.

@Crab and @Neonity set in stone as two new staff managers.

Welcome @reece to the Staff Team.

Understandably there's spec bloat but that is being dealt within tomorrow or within the next following days. They're on a limited lifespan from this point onward. It was built like this due to an inactive HoS which was finally rectified.

---- For processing applicants: I've spent my time along with the SC to reorganise the staff as it currently stands. After a certain meeting, you will be processed and interviews will be headed by the new individuals placed in the appropriate care.

Some noteworthy changes:
- @Lost Coast Chanties / Arbiter - MOE lead
- @Hiros OTA co-lead (A).
- @Cengiz resigned from OAA (A) and is now listed as CCG FL.
- Mikey left thus all positions held have been replaced.
