Certain OSA positions (like the Cremator) are restricted to the Overwatch Transhuman Arm whitelist users. As for the rest, they are also restricted to the Creative Team and are mainly used for events/expeditions. There's really no guide or application besides the Character Auth apps you can fill out but again all of the Overwatch Synthetic whitelists that currently exist are restricted.
