Summit 24 selects Wright to supersede City Twenty-Four's former bureau director. Wright proceeds to fire two-thirds of the bureau's personnel within the first month. In July, Wright reforms City Twenty-Four's bureau into three distinct departments, Press, Art and Tele-programming, each with its own subsequent department head and specialized staff. By August, Wright spearheads the implementation of both the Benefactor and Vintage radio stations, hand-selecting and approving all song tracks. Non-bureau stations are outright blacklisted.

Summit 24 transfers Wright to City Sixteen to serve as director of its bureau in an effort to overturn its failed state. Auro Casto takes over as Twenty-Four's bureau director for a day before he is apprehended by Overwatch Forces. Reginald Brown is subsequently chosen as Wright's replacement.
May 2018
Wright, alongside other high-ranking bureau affiliates, travel to Summit 24 to propose the bureau's elevation to ministerial status. A hearing takes place in front of a legislative assembly before the decision is made. The 'Bureau of Enlightenment' becomes the 'Ministry of Enlightenment' and all directors receive a promotion in title and salary.
