It takes claws to make your way up a rapidly crumbling bureaucracy and still end up at the top of the rubble heap.
Or at least not buried like the rest.
And yes, good looks help too.

Spurred on by the wake of the women's liberation movement, she dreamed of starting her own business, but found her calling in Washington D.C. instead.
Eight years she diligently worked as an administrative assistant in D.C. before achieving the position of Director of the Office of Governmental Affairs within the Federal Railroad Administration, an agency of the Department of Transportation.
In 2001, the world ended.
A catastrophe in itself, 2001 was the undoing of the United States government. The next three years following the inception of the portal storms were riddled with PR nightmares, emergency powers, mass resignations, and civil unrest.
In the chaos, Grace Joy garnered her reputation as a loyal and steadfast government worker as she clawed her way up the hierarchy.
By presidential appointment she was made Secretary of the Office of Research and Technology in 2003, a position that most others wouldn't touch with a ten-foot pole due to the vitriolic attitude of the public towards anything science-related at the time.
Lucky for her, the appointment was short lived. When the Combine arrived, she hoped to have greased enough palms so that she may be a Sector Administrator when the United States negotiated it's surrender. To her dismay, she wasn't even considered for City Administratorship.
The Civil Workers Union deemed her experience valuable however. Rather than shipping her off to become a Nobody, she was transferred all over the globe instead, organizing reconstruction efforts and helping write policy for over a decade.
Today she is in Industrial 17 for no reason other than fate. It isn't the best district she's seen, nor the worst, but she certainly has her work cut out for her.
And yet the proximity to Breen’s Citadel in the nearby City 17 only serves to remind her of what things could have been...
