Created in conjunction with the Consortium, Aberdeen’s Aspirants are a subgroup dedicated to enforcing conformity in the city using more discretionary methods. Named after Minister Aberdeen of the Ministry of Civil Protection, these individuals hope to one day join the Civil Protection—until that point, they will use whatever means necessary to prove themselves and maintain a secure urban center. With the rising crime rate in Industrial 24 as well as a general antipathy toward Combine forces, the MCP has seen fit to establish a heightened effort to root out malignant thoughts, and appoint the Aspirants as its enforcers.
This effort is colloquially called “the Industrial Inquisition.”

General Mission
Aspirants are expected to follow all orders without question. Any reservations based on moral qualms or doubts must be expunged from the mind, for these feelings are a result of a primitive type of thought, discouraged by our Benefactors. Aspirants are expected, while not on an official assignment, to form groups of ideally no less than three and patrol the city, stopping citizens they suspect may be harboring malignant thoughts. These citizens will then be subjected to any number of procedures, including a loyalty check, a search, a mental re-adjustment, a fine, and, in cases where thoughtcrime is believed to exist, advanced interrogation.
Such interrogations are to be carried out by authorized Auditors, and are conducted in any of the numerous black sites to be found throughout the city. The goal of these interrogations is not necessarily that of information extraction, at least not in the traditional sense. The main purpose of interrogations is to correct a perceived failing in the citizen’s mind; through intensive therapeutic sessions, citizens can be made to adopt a different perspective approved by Dr. Breen and our Benefactors. Multiple sessions may be needed to fully cleanse the mind of malignant intrusions.
Aspirants are also compelled to report any information of illegal actions or malignant thoughts committed by anyone in the City. While not on duty, Aspirants are expected to return to regular civilian garb and, in the course of their normal lives, seek out information useful to maintaining sociostability. While not officially permitted to enter areas of questionable legality, such as the CZ, information obtained from entering such locations will not be scrutinized for its means of acquisition.

The Secretary is an MCP-appointed official whose duties consist of ensuring the smooth functioning of the Aspirants. Aspirants must treat the Secretary’s word as law, and carry out orders without hesitation. All rules and regulations are enforced by the Secretary, and internal punishments can be meted out to any degree the Secretary believes necessary. On top of these duties, the Secretary specializes in advanced interrogation techniques, and those citizens unfortunate enough to catch the Secretary’s ire will soon be reminded of their purpose on this planet and how malleable the human mind truly is.
Bailiffs (1/2)

Second-in-command to the Secretary, the Bailiffs perform most of the leadership functions that are handled in the field. Recruitment efforts and most low-level disciplinary actions are carried out by them, and they report directly to the Secretary concerning any matters deemed important. As Auditors themselves, they are authorized to handle advanced interrogations and train would-be Auditors in the relevant methodology. Similar to the Secretary, the commands of Bailiffs are to be treated as legal mandates, so long as they conform to the will of the Secretary.
Acquiescence Auditors
A step up from ordinary Aspirants, Acquiescence Auditors (or Auditors for short) are trusted members who have been tasked with performing advanced interrogations. Familiar with the various black sites located throughout the City, these individuals are authorized to use any means necessary to extract information and/or change the outlooks of offending citizens. Based on their discretion, Auditors are able to seize any citizens believed in violation of thoughtcrime protocols and administer therapeutic treatments to correct malignant behavior or ideas. While the interrogation of Collaborators is discouraged, if evidence is shown of mental crimes, action may be carried out against them. Regular Aspirants are to treat Auditors as senior NCOs, following their commands while in the field.

Considered the rank-and-file of the subgroup, Aspirants are those citizens who have decided to throw their lot in with the Consortium for any number of reasons. Better rations, more authority, and a will to one day join Civil Protection are all possible causes for an Aspirant’s membership. These members are expected to carry out basic duties, such as loyalty checks, searches, re-adjustments, and the administration of fines. Any Aspirant is authorized to conduct loyalty checks, though they must try to be accompanied by two other Aspirants at any given time while on duty. All orders given by the Auditors, Civil Protection, Bailiffs, and the Secretary are considered paramount. The will of Dr. Breen is their shining light, and everyone shall accept his wisdom, and that of the Benefactors, into their minds.

Regulations
Aspirants are required to adhere to all of the following rules:
- While on duty, Aspirants should ideally travel in groups of no fewer than three people. For those of Tiers 1 and above, they must also wear the standard-issue industrial suit with the Consortium’s brown armband (integrated within their description. Don’t use something like [Brown Armband]). Only Supporters are allowed the privilege of anonymity.
- While off-duty, Aspirants should wear normal civilian garments and refrain from explicitly mentioning they are members of the Aspirants except at secure events, if at all possible.
- All orders given by the Secretary or Bailiffs are to be carried out without question.
- Only those Aspirants given the title of Auditor are authorized to carry out advanced interrogations.
- Aspirants must report any signs of malignant activity, especially if found within the Consortium itself.
- Aspirants, while on duty, must conduct certain actions including loyalty checks, searches, re-adjustments, and fines on any citizens considered in breach of Combine ordinance. Guidelines for these actions are discussed below.
Guidelines for Official Activities
- - Any action against a citizen must be initiated with a loyalty check, which can be enacted based on an Aspirant’s discretion.
- Loyalty checks consist of questioning a citizen’s adherence to Combine dogma and Breenist theory. Multiple questions may be asked to determine the citizen’s state of mind.
- - If a loyalty check is failed, Aspirants may carry out any and all of the following actions:
- > A search (Aspirants are forbidden from confiscating any non-contraband items).
- > A mental re-adjustment (must be conducted away from main thoroughfares, and the citizen must not be disabled by the corporal punishment in a way that prevents them from completing work cycles).
- > A fine (up to an amount no greater than 20 credits). These fines must be delivered to a Bailiff on a 50-50 basis, who must then deliver the funds to the Secretary.
- > An advanced interrogation.
- - An advanced interrogation, when carried out by an authorized Auditor, is to consist of the following aspects:
- > Must be conducted in a Consortium-approved black site.
- > The citizen’s eyes must be obstructed before entry to the black site and before they leave.
- > Auditors may use any tools they have available in the course of the interrogation, so long as they do not kill or significantly disable the citizen.
- > The goal of the interrogation is to alter the citizen’s mind to a more docile state. The application of tools and questioning to distress the subject is encouraged until such a state of mind is reached.
- > Once the Auditor believes progress has been made with the citizen, they may be released back into the population. Multiple interrogations are encouraged for those deemed susceptible to malignant thoughts.
