The reality is making staff responsible for the danger in the sewers is likely to burn people out quick. How do you do that? Constant mini-events aren't sustainable. More NPC's? Sure, but most are hyper-lethal with TBC.
The spore system is the best you can realistically get for what it is, tbh. It does the main job its meant to.
I have been playing Willard for roughly two weeks now, mainly as slum and city-going characters, and I have to be honest there is quite a bit of things UA (Upper Administration) could improve on. It is not just with in-game systems but the basic roleplay fea- fuck it just gonna make points
The Slums The ghetto for low-class citizens, and pseudo-rebels. It should be a place that CPs sweep maybe once, or twice, a day (Depending on the traffic and events of the day. It has two stores, which in my two weeks of playing, are never open (This is mainly a DOB thing but seeing how a UA watches over a lot of stuff, especially the CT team I have no idea why they don't push the faction leader to do something about it as we can all see it is kind of a major issue). Two places, potential hotspots, for roleplay are just always closed - not trying to take a dump on whoever manages them, but if you're aware that you're not going to be playing for 2+ weeks at least hire employees or hand your store off. - so that eliminates two potential slum hubs. Now the homeless shelter isn't really a roleplay hub because face it, boring. The people who ran it have been PKed, and yeah it would be nice to do something there but since it's such an open area you'd really have to get creative. Campfire makes a good place for roleplay, my group had dinner with a couple of randoms, and some CPs came in and created some really good roleplay. This as well as some other moments, indoor campfire just places itself at the top for slum landmarks. There are other locations, do not take this just as 'indoor campfire' where roleplay is seen but when you first come into slums looking for roleplay, it is the first spot you think of (Don't lie).
So overall, the slums DOES have great roleplay potential but UA really needs to do something to kick it - you have two inactive stores that're never open. Didn't mention this, but sweeps but Aux and Standard CPs are too common - gives players a reason to be tunnel goblins - which players should know how to get around every couple of hours? Hour sometimes? Yeah it makes sense, I am not super against it but I see why other players get frustrated. Aux is meant to get jumped for the gear, no biosignal, guns, etc - but it's just not really good for roleplay throwing them in like conscripts sure they're easy to kill and I am able to mow down 10 a day but that isn't really an RP incentive.
TLDR: Slum stores inactive, too many sweeps, RP landmarks (in slums) are ghost towns.
The Sewers I hate the sewer concept for scavenging. It's what drags down all the geared, and wanna-be-kitted, rebel characters down there. Two things, safety, and scripts. Players down there have 101 ways to escape sweeps - the sweeps are literally easier than the NPCs. OTA/PTs can go through the whole section of the map, for hours - rebels can just go through vent A to tunnel B to evade them. It's harder on the surface so for them to stay safe they'll just goblin down there, who wouldn't? So make it harder. KILL THEM. Jokes aside the sewers are easy to stay in, easy to evade sweeps, tons of gear/chip opportunities. Done
TLDR: Sewers gives rebels too much safety, too much gear
Black Market Missions I look at some past videos and I see players, one being @ConcernedCitizen in some factory, doing some interesting operation/expedition. Inquired into it and apparently, there used to be missions, in the event room, where GMs would host operations for rebels to take on (PKs active). Where did these go? They seem pretty fun. Brings random rebels together, CREATES RP, and the best perk ROLEPLAY. For sure it may take some time to set up but damn but they look fun. Other things such as the caravan, or supply runs would be cool to - contracts handed out to groups I.E Supply us with a fire axe - characters then have to find a way to get a fire axe through crafting (getting someone with a char auth to craft it) or a CWU heist.
It just seems like reform in these events would be great.

Black Market events are obsolete, to the public, which isn't a pro or con because they do suggest players should create roleplay on their own but if a bone is thrown to players every little while the outreach would definitely bring some interest to the scene
A new system for BMD, seems rather bleak that everything is done on the discord or forums. Would be cool to see graffiti/notes on how players could get in contact rather than just a player in a suit walking around.

Stuff that sleak did; rebel caravan every 1-2 weeks.
Contracts/general RP events given to groups/players - once again this still takes time and admin approval.

When I first joined, there was an Arabic group (ICly Arabic) that ran some store that bought and sold stuff for chips. I think it was pretty cool and cemented the use of chips as currency, I'd like that back

Something like that. Anything to kind of revive them, cause right now the roleplay between the two is zero. Seems like just inactive place players are holding down.

The store was cool, I knew those guys, and was a very good slum RP it turned the store into a hub but, recent DOB leadership seems to not care for all the inactive stores in the city.
