Maybe I'm biased because I played C17i for years on the old Lemonpunch server but I have NO desire to ever go back to that city.
It does have a neat layout and multiple (non-slum) apartment blocks.
The main city blocks (Victory and Triumph), and even the slums look much nicer/immersive in C24, though.
