We really need to de-limit that for active stores
Maybe have some kind of "active" tag for stores that are actually open daily, have their limits increased or something to give incentive? Stores will actually have to do business and be active to receive the full potential of their permits.
~ As it is we already have to get them renewed every so often..
 
Allow all citizens to buy any goods from the basic terminal like they would if they had a license, but charge them at a very elevated premium for the import.
This has already been suggested but to my knowledge, it was denied. I don’t have a clue why
 
Yeah thats another issue, a lot of the good stores keep running into limits; Bernard has hit his stock limit like 5 times in a row now because people buy from him all the time.

We really need to de-limit that for active stores as it actively punishes stores that do good.

My (maybe unpopular) suggestion is that the limits can be raised but they should also run against a higher, universal limit, representing the amount of stock in the warehouses. After all, we can only order in as much as the warehouses can produce.

An active tag sounds like a really good idea but it'd also require more input from the management of CWU and more active monitoring of the activity. I don't actually know how activity for businesses is recorded by CWU but I imagine it requires some input.

But yeah, active tag sounds like a good way to as you said, incentivize activity. Of course there's the negative feedback of losing your store if you're inactive enough but gotta have a carrot with your stick!
 
As far as I'm concerned, if you're only going through legal stores for this stuff to train skills or buy goods for RP or whatever, this is the kind of price you have to pay, you are limiting yourself to something that relies on an individual or groups motivation and activity. You could go the illegal route, looking for smugglers or buying off of unlicensed citizens but it seems like you're only going the legal route.

As far as business activity, that's measured personally by CWU management, sometimes they set the permits to only last for a week so store owners have to come back every week, sometimes they set them to last indefinitely so that active stores don't have to find a CWU manager when there might not be any online and have their business suffer. It may be switching over to MOC management soon instead of CWU, so businesses may get more attention.

You shouldn’t need to go to the sewers to get a bagel. What’s a loyalist supposed to do when every store in the city is shut? “Just get it illegally” isn’t going to fix the inactivity issue.

Yeah, so the store owner gets on once a week, gets his permit done, then leaves. Rent’s so easy to pay that you really don’t need to run your store to pay it

We've been considering simplifying permits and bundling some together to allow shops to sell more goods and also simplify the CWU permit system. We're still considering the pros / cons of this so some opinions on this would be nice.

As for the suggestion, we'll be redoing the vending machine system to allow ppl to sell sell goods from them and profit when someone buys from it. We don't wish to automate it more than such though as that takes away from shops

The OP was talking more about crafting and cooking ingredients and such I felt like, not completed items like bagels.

I didn't say CWU run businesses well, just that they have their way of running them, it's not really a thing staff can change.

I feel like having these bundles would change the dynamic quite a bit, be it for better or worse. I'd personally love to see bundles like this as it would give shops more range of goods to sell, and perhaps help give shop owners more of an interest to be open? I could see a downside of owning something like a restaurant, of course, being somewhat impacted as now you'd have to deal with every bundle having some kind of food accessible to sell to their customers, giving you a run for your money and potentially killing your business. But this might not be the case, or it very well could.. It's something that could be tested in shallow waters, it'll be beneficial to see some change.

Okay you got a scenario.

  1. Fantastic activity in week 1.
  2. Week two is less fantastic and they are fairly absent.
  3. You give them the benefit of the doubt and wait until week 3 because dming them the moment activity drops is annoying and hostile.
  4. They do the usual apologising thing, swearing they will pick up activity.
  5. For a couple of days this works.
  6. Then the activity drops again.
  7. Complaints are piling in by people who want you to nuke a store the moment they don't show their faces when it is convenient for them.
  8. You wait.
  9. You have enough.
  10. You nuke the store.
  11. You find some new tenants.
  12. The store repeats.



There's no way for us to 'run them well' because every scenario is a loss. We nuke them the moment they don't show up for a couple days, we pump the rent prices up so high no one can feasibly run a store without making it a full time job in and of itself.

There's no easy fix because the CWU is not responsible for this inactivity. We're just here to assign the permits and feel disappointment as promises made to us are continually broken. Everyone and their mother from new players to admins swear they will be active, most of them end up lying.

By in large it seems the community wants us to nuke stores the moment they don't show up for a week. But it's often not that simple, because some employee's do show up for the week. Just not in great hours.

Overall it is annoying to hear people complaining about inactive stores, then saying how they would be so much more active when their statement are no different than those from every single person we have given a store to who has vanished within a little over a week. Every solution for their inactivity sucks and the best that can be done is compensating for it with vending machines.

But yeah, people can blame the CWU for this horrendous situation if they want. Keeping up with the spreadsheet is exhausting.

Hit the nail on the head, here.

People seem to forget that we're playing a niche gamemode here and that people aren't willing to play for 8+ hours a day for someone else's convenience. When I was in charge, we had the same issues: what if we are too forgiving, too relaxed? If so, inactivity is rife. What if we are too harsh? What if we set the rent too high to encourage activity? If so, nobody wants to own a store, and complaints from current owners pile in (which may lead to them not playing the shop-owner at all if it's too much hassle). These problems - as starless said - occur whether we've got a staff member or a completely new player at the reigns.

There isn't really a decent middle-ground that works for everyone in this scenario, but the vending machine seems like a reasonable compromise. Hope it works!

This is why I wanted component permits and ingredient perms to be available; incentive to get creds is increase your crafting / food / etc. and/or surface rebellion.

Workshifts giving more money and ration timers lowering would be nice tbh.

Literally no, it'd invalidate buying what you need from multiple stores when you can get the raw components from a single shop down the street.

OK then just make it expensive or remove buyable stuff and make it so you have to build stuff from scratch (aka rewarding high activity shop owners that sell a lot aka get high skill levels).

Or make it a loyalist only thing like lux permit; only T4's can buy from component permit.

IDK, just trying to find a way to encourage more shop dynamics instead of just NPC gaming.

(and an alternative motive of wanting surface RP to be better)
