Legislative Overview

In the District, legislation forms a critical component of the District Assembly and its duties. All legislation begins as a bill, which refers to legislation before enactment. This thread's purpose is to summarize information in the District Administration megathread, which has its own dedicated category, and provide other useful information on legislation found here.

Summary of a Bill

Each bill is numbered sequentially, starting at 1. All bills include a title, a sponsor, a list of cosponsors, and a list of provisions the bill seeks to enact into law.

The District Overseer reviews all bills for compatibility with the Combine. As a result, all bills must align with the occupational values of the Combine and Interim Global Authority as determined by the District Overseer.

No bill must be blatantly anti-Combine, for example, or advocate the abolition of institutional elements, such as Civil Protection; no bill should exceed its intended scope beyond the district level or be used to affect change that is not otherwise agreed upon.

Supremacy Clause

As stated, no bill can exceed its intended scope beyond the district level or be used to affect change that is not otherwise agreed upon. This means that no bill can affect city-wide law or legislation, or be used to govern beyond its district.

This also means that any city law, legislation, decree, or District Overseer ruling must take precedence over District affairs; a district bill incompatible with city law will be vetoed.

Legislative Division

District legislation falls into three categories with varying levels of overlap: Administrative and regulatory law, criminal law, and procedural and council law. These categories provide a general framework for the laws and their processes, including their voting requirements, limitations, and enforcement.

Most laws govern civic affairs and fall short of touching the Combine Penal Code and Civil Protection. Some laws, however, such as criminal laws, do affect Civil Protection and the Combine Penal Code, particularly in creating new or altering pre-existing criminalization triggers that inform violations and how Civil Protection prosecute them.

These laws, after being approved by the District Assembly, must then be approved separately by the Rank Leader Council before implementation.

Unlawful Legislation​

Unlawful legislation refers to bills and legislation that overstep, challenge, or undermine the district and city's governance and laws, or challenge the Combine occupation. Individual instances of unlawful legislation are either withdrawn, nulled, or vetoed, but may also result in punishment against the proposer.

Formatting (Forums)​

When bills are drafted and published on the forums, they follow a simple format found here. While the format below is the official format, as long as a legislation includes a title, number, sponsor/cosponsors, and general provisions, any format may be accepted, so long as it is neatly arranged.

A legislation's name should be associated with its subject matter.


For those who wish to follow the official format below, to copy and paste the format, click the "+Quote" button, then navigate to a new thread in the Legislation node, create a new thread, and click "insert quote." There, you may paste the format in its entirety; however, if the logo disappears, you may want to manually re-add it.

Terminology and Examples

Sections/Articles refer to sections of legislation specifying the specific theme/subject of its purview.

A provision, typically following a Section/Article, specifies the substantive purpose of law within that theme.

Clauses refer to the specifics of legislation within that provision/section/article and its implementation.



A bill or legislation may have as many sections, provisions, and clauses as needed. Provisions are specific rules or details that clarify the overall aim of the clauses succeeding it, like the criminalization of gambling in a section named "Gambling," making the purpose of each section or article clearer.

If the bill is short or you find the concept of provisions particularly difficult, provisions may be skipped and articles used instead.


Clauses and Sections/Articles are formatted as follows when accounting for multiple indents/sub-paragraphs.

Miscellaneous Terminology

Penalties refer to whatever penalties, if applicable, may be levied for violating the legislation's provisions.

Table of Amendments refers to a list of amendments made before voting.

Co-Sponsor refers Councillors who've co-sponsored that bill, whether through aiding in its drafting, publishing or as a signatory.

Publishing a Bill​

For now, all bills are published to this node with the corresponding format. In the future, further mediums may become available for publishing bills.

Finding Legislation

Bills, passed or otherwise, may be found in this node and summarized in the Assembly Overview thread for greater accessibility. These are civic laws and separate from the Combine Penal Code governing criminal acts, found here in the legislation tab.

Tagging & Summarizing Bills​

Bills must be tagged and summarized so they can be easily sorted/found in the Assembly Overview.

Tagging a bill means considering all relevant purviews and remits (e.g., finance, committee, etc.).

Summarizing a bill means summarizing its purpose, including its clauses.

Once a bill is proposed—provided it adheres to all laws and requirements —it is sent to the Assembly to be voted on. The Chairperson or another Councillor then tallies the vote and, posting in the bill's thread commenting below, publishes the result.

Further details may be added, such as amendments, logos or signatures; however, the above demonstrates the core information required for a bill's official confirmation. Tallying a bill is a must and should be done primarily by the Chairperson, or if absent, a Councillor or a Chairperson's delegated officer.



As of 9/11/2026, record-keeping is done primarily through the Assembly Overview, where results will be recorded; they may also be recorded in the bill's thread.

Enactment (UPDATED/NON-OPTIONAL)

All bills and their individual votes will additionally be tallied and recorded in the Assembly Overview for posterity and record-keeping. The Chairperson or a Councillor tallies the votes in-game, records them, and communicates them to the CCA leads (if absent), who will then add them to the Assembly Overview.

Tallying should be accurate and precise, including individual names, and CCA leads may request OOC clarification (such as if a tally was forgotten or done incorrectly) for out-of-character posterity and record-keeping. This should not affect IC-manipulated results provided they remain properly recorded and communicated.
