Denied Let smugglers buy valuable items at any level but keep the level requirement for purchasing from the smuggler.

It makes sense that the smugglers would refuse to give some nobody a radio but they would happily accept a radio if offered. I just find it bizzare that the resistance scene is steaming ahead of smuggling when it could be a big part of the resistance scene but it requires a lot of tedium in selling and then re-buying what you just sold to power level it. A bit gimmicky and could be simplified with this change.
