* The amount of Vortigaunts that are to be liberated will determine the strength of the deployed OTA Squads and the makeup of these squads - This is through the discretion of the OTA Faction Leads and Balance Team in regards to how strong these Squads are. At the high end you will likely be fighting EOW or OTA with special equipment so I would keep the number of liberations low.
* The amount of individuals involved will determine the amount of waves you will be fighting prior to the OTA being denied any further waves -This is through the discretion of the OTA Faction Leads and Balance Team in regards to how many waves occur at the low end. At the high end you will be subjected to infinite waves until the timer expires. So keep the number low and you will not have to deal with endlessly swarming OTA Squads.
The reason I bring this up is there is no concrete guidelines; it is firmly based on the opinion of the Balance Team and OTA Faction Leads. There isn't even a basic one, like for every 3 rebels, there will be a special, or something like that. All it is, is a massive blank slate for subjective reasoning to creep in (aka biases) which will lead to no one doing liberations anymore because they don't know what criteria the sweep team will follow. They could get a easy 1 ordinal 5 OWS and 1 sweep, or because they have one cracked out CS:GO Global Elite rebel player on their side, they send 3 specials, 1 ordinal, 2 OWS, and 2 waves and use that as their "reasoning".
I believe there should be actual CONCRETE and LOGICAL guidelines in place first, and THEN use subjective reasoning than to put it fully in the hands of the Balance Team + OTA Faction Leads, since it will lead to disaster due to inherent biases.
