recently been stuck in this loop where when my character makes friends and meets new people they just end up never showing up again after I leave the game
is there a way out of this.. any tips?

Make a group where you can invite them, it helps you to see if they are either online of offline on the server.

Get their CIDs to be able to send letters to them. It's rare to get letters, but it's fun receiving one. Alternatively, get a computer and use the group feature to exchange messages through the inbuilt forum option.

Run a store / own a PLACE where only you and friends can meet.

Get to know their forum accs / add them on steam - coordinate by getting an idea of each other's time zones.

Or use the dashboard to see player activity on the server.

Loyalist players tend to have achieved their loyalty through repeated interactions which has lead them to their corresponding loyalty tier. They are well rooted in the city, and having them as friend is with a strong foundation.

Same can be said for rebels who are decked out since it requires comparable amount of grind or run a group - they too want to have access to other players who they can meet on a regular basis.
 
I have this problem regularly, in fact I am also the cause of this problem. there is no real solution, you can only go forward.
