General Framework:

Supporters, Collaborators and/or Conformists are all the different terms used to describe members of the populace that show willing loyalty to the Combine or their respective "Party". They are individuals recognized for their work, reputation, relations and various feats, at least when it comes to those who are part of one of the many available Security Council Binders/Parties. The system covers both the regular everyday citizen to those less desirable. This even includes vortigaunts, hence the inclusion of the term Conformists which occasionally applies to biotics within the Loyalty system.

Underclass Citizens are undesirable members of the populace who have committed enough crime to be seen as a problematic member of society, but not necessarily enough of a problem to be given a cause for arrest. While these citizens can technically still work, it is frowned upon for Stores to hire such individuals for anything other than cleaning jobs, speaking to them openly is also seen as distasteful and generally they are best treated like roadside garbage. They are marked by their Black Armband.

For Vorts, this known as the "Non-Conformitive" tier. Biotics at this level have gained any level of negative cohesion points. Similar to underclass, they are heavily frowned upon and one must not find themselves interacting with them outside of work-related matters or when required for "battery" work. Unlike the Underclass however, they have the added restriction of being disallowed to enter any zone of Low Sociostability, restricting them to the main City zones.

Regulars as they are simply dubbed is any citizen who is neither underclass nor a supporter. They could be a newly arrived citizen with no prior history or background in the City who people who may have been around for a long time but never really cared for climbing the ranks. They have no benefits, work like anyone would expect them to do and generally just live their day to day lives in peace. They are considered the most common class. Vorts are also within this class, and like regular citizens no limits or restrictions nor benefits apply here. They are seen as a run of the mil worker just like everyone else.

Supporters and Docile Biotics are considered the lower class of the loyalists. While they may not exactly have any fancy reputation, feats or other such things of valor to their names; they are at least treated better by the Combine for contributing to society. Generally getting into this rank is as simple as doing what you are told on a consistent basis. Its not special but certainly shows you are willing to do the work necessary and contribute to society and the stability of the respective City. Biotics in this tier have access to utilize backpacks and bags, can become employees of a Union or Store and more depending on their tier. They are generally recognized via their Red Armband.

Collaborators and Conformist Biotics or if you want to bland, party members, are Supporters who have risen up from their position and joined up to one of the Binders/Parties within the Security Council. Before, anyone could get into this position without needing to be in a party or contribute to SecCon but since then and a reform later, the SecCon is now officially required that all members of its loyalty are to partake in a Party before moving from Supporter to Collaborator. You could now consider that Collaborators are a form of low-class politician (Similar to a member of Congress, or a parliament MP). Unlike Supporters, they wear a Blue Armband instead of a Red one.

They have a lot more benefits compared to the everyday Supporters and are more highly respected by official bodies. And to those wondering, yes even the Biotics are able to fulfil this rank and be their own politician within a party just like everyone else alongside additional bonuses.

Privileged Citizens and Privileged Biotics are those who have reached the highest point in the chain of loyalty and have proved to the Administration that they are a valuable and outstanding asset amongst both the populace and the Security Council. Regarded as having only the most outstanding of reputations and share the most respect amongst the loyalists.

The High Councilor class in itself is not really considered part of loyalty, but does replace the Tier 7 ranking. Effectively the Security Council is split into a form of "House & Senate" system where by the house per the existing system passes, rejects or talks about various pieces of legislation and the senate is the new level above said House that seeks to approve or disapprove of the houses decisions. The Senators are effectively a failsafe or even just a safeguard of City regulations, but can be influenced or even have senators removed via impeachment from the house. The Rankings of Loyalty:

The old Tier 1 through 7 system has at this point been deleted (contrary to the above descriptors as still WIP) and a new ranking structure has taken place that merges the Biotic and Loyalty structures into one, sharing 4 ranks as a whole. These include Supporters, Collaborators, Privileged and Senators. Both humans and biotics can move up these rankings but only Supporter can be gained via Social Credits. The rest share a few requirements.

Underclass - Black Armband
Requirements: 40 SC or below or Negative Cohesion points
Description: Both humans and biotics in this rank share a level of disdain from both the Combine and society. Seen as problematic individuals who cause no end of harm and issues, even they committed minor/low level offences. While still allowed to operate in the City, they would be hard-pressed to find any good positions or jobs within the Unions or Stores and have to undertake a level of additional oppression by being restricted access to certain parts of the City.

The Administration is kind enough to still pay them, allowing them to gain passive credits, just at a slashed rate.

Key Features / Changes:

- Very likely to be used a batteries (Biotics)
- Low Tier janitorial work at best.
- No access to Union jobs
- Jumpsuit to be worn at all times, no access to any other clothing
- No access to Luxury Items

Regulars - No Armband
Requirements: 41+ SC or 0+ Cohesion Points
Description: While there is a slight disparity between Humans and Biotics within this rank, they aren't too dissimilar. These make up the majority of the Workforce and City population and share no collective benefits nor any changes to their daily life. They live the same mundane routine day in and day out, living paycheck to paycheck or workshift to workshift. Biotics are forced to work extra via the good graces of the Civil Protection who may offer them additional work to do, or even higher tier loyalists who may utilize Biotics to do their work for them.

- Able to work for Unions
- Less Likely to be used as a battery (Biotics)
- No access to Luxury Items

Supporter - Red Armband
Requirements: 160 SC and above or 20+ Cohesion Points
Description: Supporters, otherwise known as Dociles for the Biotics, is the first loyalty rank one can reach as a member of the populace. It holds no key significance on its own and its relatively easy to get your ticket in focusing solely on ones points. They are treated slightly better than your average citizen, but also can lose their rank from committing any form of violation if deemed serious enough to count towards Anti-civil behavior and activity.

They have access to loyalist party events but are not considered part of the Security Council due to existing outside of the main Parties. Only be joining a Party, can they progress up the chain.

Key Features / Changes:
- Supporter Ration
- Red Armband to be worn at all times
- All previous tier benefits
- Able to work higher positions for Unions or work for low-level CCA
- Access to Luxury Items
- Won't be used as a battery, but can still volunteer for additional points (Biotic)
- Can use Backpacks and Bags (Biotic)
- Access to Loyalist Housing
- Can attend loyalist parties and functions

Collaborator - Blue Armband
Requirements: Supporter/Docile class loyalist + Officially join one of the SecCon Political Parties. (Biotics require 50+ Cohesion points)
Description: Collaborators, or Conformists for our fellow Biotics, are loyalists who have now entered the realms and chambers of the Security Council, commonly being members of one of its many political parties. These loyalists are expected to attend all loyalist functions where possible and have a quota to ensure they are appearing at all SecCon meetings. Failing to attend or partake in Party activities will get you considered for demotion and removal from the Collaborator tier.

From this point onward, you are effectively a form of low-class politician, voting on legislation and various City policies and helping maintain the sociostability and set an example for society as a upstanding citizen.

- Voting on Legislation
- Access to Communion
- Authorization to wear Informal Collaborator attire (Collab suit jackets)
- Authorized City storefronts are expected to grant you a 5% discount for any goods you purchase.
- Mandatory Medical Treatment from medical establishments.
- Ration and Work Cycle priority.
- Can meet with local CCA Ministers, Directors and Privileged loyalists.
- Can order direct from the CWU LAMS system. (Via the Workers Union)

Biotic Specific:
- Granted a CID
- Assigned a Name
- Authorized to have their Shackles removed at all times.
- Authorized to wear personal clothing items as granted to them by the Workforce Mandate
- Must wear standardized Collaborative Uniform in High-Security Public Areas. (If employed by CWU, then wear CWU variant)
- Authorized for employment into managerial positions
- Authorized to have their collars removed during Work Cycles given at least 2 OCS/OWS are on site.
- Access to Personal Housing and Storage units

Privileged - White Armband
Requirements:
Outstanding performance, clean record, approved by High Councilors/CCA. Commendation from other loyalists (Biotics require 60+ Cohesion Points)
Description: Privileged Citizens and Biotics are considered some of the highest grade loyalists one can find themselves in. They are recognized by the Party and beyond and are generally the most well-behaved and upstanding of Citizens, generally having little to no records of crime on their profile, and even if they do, its more than likely been long forgiven. This grants you a tiny bit more sway in the Legislation voting sessions and given VIP treatment in most if not all establishments and zones. Even biotics in this position, while rare, are treated well to an extremely high degree.

- Priority Services
- 10% discount from stores
- Access to CCA private landlines
- Access to Nexus Grounds
- Able to meet with the City Administrator
- Can ignore work-cycles
- Medal of Loyalty
- General VIP treatment

Biotic Specific:
- Their true Vortal name can now be used as their full actual name.
- Can be employed into the Civil Administration
- Can own/run a business of their own.
- Collar can be taken off at anytime while in High-Security Regions. Slums/Outlands requires the Collar to be placed back on.

High Councilor - Light Purple Armband
Requirements: Placed into the position via the Administration, selected by existing High Councilor or mass support from Lower-Tier loyalists to move up to the position of High Councilor.
Description: For those who have reached the top of their loyalty or have simply earned enough respect from their peers may find themselves holding the title and position of "High Councilor". This position by default means you are now part of the "Upper House" of the Security Council and now have the ability to further control and rule over those below you, including the ability to vote to overrule legislation that the Lower House may have passed or failed.

- All previous tier benefits
- Now part of the Upper House of the Security Council
- Ability to vote to overrule the Lower House of the Security Council and its legislation.
- Priority Nexus Evacuation
- Granted Entry to HPR sections of the Nexus.
- May freely wear CCA attire
- Access to CCA & CMB radios.
- May also request bodyguards at any time.

Ministry of Civil Protection Specific:
These are 2 ranks granted only by the Ministry of Civil Protection and exist outside the loyalty rankings as special designations and roles. They can lock/affect your progression in the loyalty system, so please do bare this in mind.

Non-Citizen - Brown Armband
Requirements: Granted by the Ministry of Civil Protection
Description: Deprived of practically any and all basic privileges afforded to all citizens. Designated as individuals convicted of high offenses against the Combine or anti-citizens who've voluntarily surrendered themselves, co-conspirators, or provided sufficient information deemed valuable to qualify for probationary status with the potential for eventual reintegration to society. They are treated similarly to mental patients, closely monitored by the Combine should they return to their old ways.

Key Features / Changes:
- Denied access to own housing
- Denied employment within any Combine-affiliated organization
- Denied access to free health-care at the Civil Medical Union

Honorary Citizenship - Blue Civil Protection Armband
Requirements: Granted by the Ministry of Civil Protection
Description: Honorary citizenship is not accessible to the average collaborator but is a distinguished status granted by the Ministry of Civil Protection to individuals under their formal protection. It is typically awarded to those with ties to an existing functionary or an extension of the Ministry who has secured this status on their behalf. However, these privileges come with significant drawbacks, as the fate of the Honorary Collaborator is directly linked to their benefactor.

- Blue CivPro Armband
- Exempt from corporal punishment, jail time, and exclusion from non-priority workshifts.
- Access to priority medical treatment from medical establishments.



Administration Hierarchy

Within the City Administration, and is overarching Global Authorities- there is a chain of command which most if not all groups and organizations adhere to on the Administrative level.

Global Administration - Dr. Breen & The Advisory
When it comes to the Global authority, the ones who stand above all others are the infamous Dr. Breen, Earths Administrator which ever citizen should know and the "Benefactors" otherwise known as the Advisory, the alien creatures who rule the Combine forces on Earth and work directly with Breen, at least on the surface level. There is no authority known to be above them. (OCIN is also part of the Global Admin, however handles all Military operations and movements)

City 17 Senate:
The City 17 Senate, previously known as the Council is a small group of ex-Administrators, Sector Admins or even Overseers who have been promoted to higher level positions and now sit on the Senate, handling all the global stuff that is not required to be handled by authorities such as Breen. They handle petty City to City squabbles, oversee ongoing global issues or generally handle expectations set in the Combines rule for Cities to follow or be advised on. To some organizations, they choose to call them "High Overseers" though this title may not be fully representative of their duties.

They are followed on by Adjudicators who are messengers with little to no authority who themselves can relay or give out advice to Cities, the MCP, or vice versa. But they never force anyone to listen to them. Anything they say could be ignored and generally wont be missed.

Local Administration - City Administrator
The one in charge of the Cities day to day operations, or the one who should be depending on how many tasks they relegate to their Ministries and Security Council. They have complete authority over their respective Cities.

Local Administration - Security Council
While majority of operations in the City is handled by the various Administrative figures and the Ministries/Unions, majority of the functions do abide by the policies and regulations that the Security Council vote into the Cities Legislation. It should be noted that any disputes with signed legislation should go through the proper channels.



Loyalty & Biotic Progression

When it comes to progression, both Citizens and Biotics follow the exact same method of moving up and down the chain with little to no difference between them outside of there standardized point systems. Where Citizens use Social Credits, Biotics use Cohesion Points and while both operate slightly differently, the concept is the same.

By doing good work, you get extra points from the Combine, and by being uncivilized, showing signs of instability or generally causing issues or poor performance, then you ultimately come out with negative points.

These are all the ways you can progress your points, but do be warned that points can only get you so far, up to the rank of supporter and no further. While required for the higher ranking spots, they do not earn you the title of Collaborator or above without a bit of extra work to be done.

When you gain the rank of Supporter, the only way to move up as a Biotic or Citizen is to have fellow Collaborators/Conformists support you up to the next rank by allowing you to join one of the various political binders within the Security Council. Meaning the only way to move up is by officially becoming part of the political system of your respective City and being part of a Party. This means you will need to be an active participant and skipping out will have you reconsidered or removed if found using the party just for the benefits and not for partaking.

And yes, this does indeed mean Biotics too will be joining you in the Security Council Chambers as either fellow or opposing party officials making law based decisions for your City. Those who shine above may even find themselves climbing up to the Privileged or High Councilor ranks. Naturally biotics do have their points considered more often than Citizens do, so only a Biotic with 50+ points could join the rank of Conformists and Privileged Biotics.


Biotic Mandate & Global Policies

- Ideological Limitations & Restrictions (Ban on cult-like ideology):
When it comes to Binders and political parties, one must be mindful in regards to what sort of beliefs their party promotes. Ones which over glorify figures, or even promote anything remotely against Combine values and beliefs will be subject to this policy. Depending on severity, their punishment will change in accordance to their offence.

- Transhumanism and Ascension Party Promotion (Puts the Transhuman and Ascension parties first in all cities):
Any political party or binder representing Transhumanist beliefs or Ascendancy beliefs is promoted by Administration for free in all cities, meaning advertising, election campaigns, etc are all free of charge. (Speeches and stage setup is at 30% discount and not free)


As mandated by the Combine Legislature, and enforced by the various branches of authority across the sectors, namely the Civil Protection, all biotics under the supervision of all cities shall perform as designated by the City Administration of their respective zone. Performance designates, but is not limited to: mandatory work cycles, mandatory waste management of city infrastructure and populace, mandatory obedience of Civil Protection authority, and participation in citizen operated functions.

Primarily Biotics exist as a supplemental workforce. They do not solely exist to be punished for actions that they have committed in the past or treated in a manner that would devalue their existence as a supplemental workforce. Biotics cannot be deserviced or damaged without a reason (such as failure to obey the workforce mandate) or direct orders to do so by a higher authority.

Furthermore, as determined by Combine Overwatch, all biotics are to abide by the following regulations with exceptions stated on another document if the current City is participating in a Cohesion Point Program(CPP):

- Biotics must abide by all Citizen Regulations.
- Biotics cannot obtain Social Credit Points under any circumstances
- Biotics can instead obtain Cohesion Points in Cities that have been approved for the program.
- Biotics are never to enter zones of Critical Sociostability (e.g. Outlands) unless otherwise escorted by at least four members of Civil Protection or at least two members of the Transhuman Arm.
- Biotics should be assigned jobs by the Civil protection or other individuals of Civil Authority whenever it is clear that they have been left idle for too long during designated working hours, unless they have specific employment at any Store or Union authority.
- If there is currently available universal employment (such as workshifts) then all Biotics MUST attend these unless they already have currently specified work for any official Union.
- If the Biotics are employed by CWU/CMU/CCA personnel then they must assign tasks for Biotics whenever possible.
- Ontop of the above, Biotics employed by any Union must be provided a CID, even if they lack the sufficient Loyalty.
- If a Biotic asks for a job then they must receive employment unless there are absolutely no possible tasks that can be assigned to them.
- Citizens MUST have a valid reason for refusing employment. Invalid or Non-Standard justifications for refusal are considered a low level violation (VIOLATION CODE: 14)
- The Security Council and its Chairman MUST have a valid reason for demoting/removing Biotics of their Loyalty Status granted to them via the CCP.
- Invalid reasons for refusal or demotion include: Overt Xenophobia, Fanatical or Ideological Beliefs, Religious Beliefs, Biological Dislike and Purposeful Exclusion for Unknown Reasons.
- Biotics are prohibited from owning or managing a business unless authorized by the CPP (Loyalty Program).
- Biotics must be addressed using Biotic ID unless authorized by the CPP.
- If authorized, Biotics can only use assigned collaborative name unless given the rank of Privileged Biotic by the CPP.
- Biotics may only claim residence within biotic designated housing unless upgraded to Loyalty Housing via the CPP.
- Biotics are prohibited owning storage units unless authorized by the CPP
- All cities must provide Biotic Housing and provide access to Biotics to utilize said housing.
- Biotics communication in their natural language is prohibited due to security concerns.
- Biotics must communicate in a servile and deferential tone when speaking with loyalists or Overwatch operatives (Civil Protection, transhuman arm, etc.). Insults, criticism, unsavory comments, etc., when directed at these groups shall constitute a violation of this provision (unless they are of Collaborator and above).
- Biotics are prohibited from approaching City Administration unless requested to do so by City Administration or Overwatch Forces (unless they are of PRIVILEGED Status)
- Biotics are prohibited from tampering with their shackles or collars themselves.
- Biotics nail length is not to exceed three centimeters, and may not be capable of causing bodily harm.
- Biotics may not wear clothing or bags unless authorized by the CPP

Failure to abide by these regulations will result in authoritative response. Response may include, but is not limited to:
- Verbal Re-education
- Physical Re-Education (Do not remove limbs)
- Withholding of Rations
- Investigation into sustained biotic compliance.
- Internment within biotic harvesting apparatus.
- Biotic Nulling
- Off-World Relocation
- Deservicement

Biotic compliance with this mandate is mandatory under all circumstances, with no exception.

This mandate is officiated by the Combine Overwatch Forces, Global Combine Administration, and all Combine Municipality Administrations. This mandate is GLOBAL. No local or sector legislation can directly conflict with any aspect of this mandate. Legislation that directly conflicts with this mandate will be automatically withdrawn by the appropriate authorities.

COWF enforcement of this mandate is mandatory under all circumstances.
Overt failure to enforce this mandate will result in internal investigation.
