Loyalist System is Fugged & Business Permits need a Revamp

So, playing as a CCA I've realized that the entirety of the Loyalist System is broken and needs to be revamped. I've also noticed that Business Permits are basically just handouts and are given just as readily as a CID. People get the permits, open up a stall and leave the server without returning. I'll explain more below, but first the Loyalty System:

CCAs do not have any ability to perform the tasks listed on The Loyalty System thread. Yes, CCAs have the ability to change people's Social Credits and also the amount of credits they get per ration, but that's the limit to our ability. As soon as a person reaches Supporter Grade 3, things start to get more difficult for CCAs to provide. I'll highlight what we can and cannot do below:

Red will signify what we can't do, Green will signify what we can do as CCAs and Yellow will signify what isn't really enforced.

Tier 3 - Supporter Grade 3 (Yellow)
  • Access to a free set of clothing of their choice
  • Some free refreshments and food courtesy of the Union Administration Board
  • Extra Credits from rations
  • Allowed to enter civil partnership with those of similar tier level <--- (Seems like a Civil Protection job or BoE job idk)
  • Able to enter Loyalist housing block
  • Able to move into Low-tier Loyalist housing
Tier 4 - Collaborator Grade 1 (Blue)
  • Ability to move into upper-tier Loyalist Housing.
  • Authorization to wear Collaborator Uniforms. <--- (Cannot Provide)
  • Ability to join Union Administration Board under one of the directors.
  • Priority selection for volunteer opportunities, in context with other tiered loyalist. <--- (Not enforced because units don't do this often)
  • Businesses are expected to give members of the Collaborator’s Party a reasonable discount.
  • Access to Collaborator-Only merchandise in businesses. (Higher Luxury Products) <---- (No idea if this is a thing)
  • Able to supply Collaborator-Only merchandise if running a business. <---- (No idea if this is a thing)
  • Mandatory priority medical treatment from medical establishments.
  • Preferential work cycle positions as enforced by Civil Protection.
  • Ability to enter civil partnership with a Civil Protection Unit <---- (See T3 Civil Partnership above)
Tier 5 - Collaborator Grade 2 (Green)
  • Priority service from businesses. (Skipping Lines, served food first, etc.)
  • Ability to join the Union Administration Board in full <--- (Admin's Job)
  • Ability to become a member of the Bureau of Enlightenment. Must apply, and be approved by the Director of the Bureau. <--- (Admin's/BoE Lead's Job)
Tier 6 - Priority Citizen (White)

  • Ability to “request” Civil Protection bodyguards. (Not guaranteed) <--- Kinda sorta
  • May be brought into the Nexus at times of Crisis
  • Able to request meetings with Union Administration Board including the City Administrator
  • Priority Medical Treatment. Can receive preemptive surgery for conditions and whatnot such as eyesight recovery, medication for non-threatening annoyances, etc.)
  • Can request an Enslaved Vortigaunt for cleaning and other issues deemed valuable enough for use. <--- (Nobody has gotten to T6 yet so idk if this is enforced.)
  • Access to the position of representative in Union Administration Board, allowing them to access the UAB part of the Nexus and join meetings between Union Administration Board (These elections happen each month)
Housing other players also isn't clearly listed and admin intervention is needed when it shouldn't. We shouldn't have to rely on admins in order to get some rudimentary things done.

This clearly shows there's a huge influx of things that either isn't enforced or things CCA simply cannot do. CCA has no guidelines for how many tokens per ration we give to loyalists once they move up a tier. CCA also has no idea how to give several of the benefits of the loyalist system that are listed above. This one system is the main thing that really drives players to play as a Civilian and CCA can't even help them. There are things that should be in place that shouldn't be an admin's job, which at this time, is the only way to do any of the things in red.

The Business System

Business licenses are also handed out willy nilly. It's very easy to get a business permit and for the right reason. The solution that staff or BoP has taken to try and stimulate the economy has been to give more people business licenses to ensure that at least someplace is opened for people to use as a vendor. This solution has failed miserably and now the city streets are just filled with empty stalls and stores. The entirety of the business system needs a revamp.

I personally suggest for the revamp of businesses to make it a minimum to hire three or more workers to ensure that these places stay open at all times on the server. This method has worked perfectly for The Alph, which is the only store that is consistently open at all hours of the server's popularity. After a store opens, a regulatory body should be in place to make sure these stores stay open, and if they're closed for too long, close up shop and give the business license to someone else. Business licenses shouldn't be handed out randomly because that'll 100% cause a problem in the future. They need to be strictly regulated and a roster of who has business licenses needs to be created.


To be honest, I'm basically calling for a revamp of CCA and how the Business system is managed. These fixes are fairly simple and I'll be more than happy to discuss these things further.

I can't speak on the loyalist system, but businesses will most likely be cleaned up either during the temporary map change, or when we get to V3. The roster for businesses and such seems to have been removed, along with the rosters for CRU, CEC and so on. I'm a guessing a whole overhaul of the CWU based factions will be coming quite soon.

This is me speaking as a player, not as a staff member with a definitive answer

This weekend (or today if I get the time, but most likely this weekend) I plan to release a new list of perks that come with the higher loyalty tiers, but some of the stuff I want (which is some of the stuff already here) can't happen unless its set up by staff or developers. I'll quote some of the ones I particularly want for each tier.

I want this to be able to happen, however if I'm not mistaken we need a terminal to spawn this stuff in(?). Food and clothing would be a good addition.

We haven't really gotten civil partnerships set up yes. Human Resources (now Bureau of Intelligence) was originally intended for this purpose but has shifted away from it, so I might give permissions for civil partnerships to the DOP to work out instead.

As for loyalist housing, I'm not sure how much people actually use housing enough for it to matter but I can sort it out if it becomes an issue, however it isn't a priority at the moment.

Discounts for high tiers is something possible in the future but not with the state of the economy right now.

Additionally, for some reason, some people have been given "CCA member" status despite being a low rank in the CCA, while CCA member status is reserved for high ranking members. I expect that all except Directors+ should be given a loyalty tier rather than the "CCA member" rank on the datapad. I'll make a announcement about this later.

Also, on a side note, please ask devs to get us a DoP faction so we can move people out of the CCA faction @Maroon Thanks!

Maybe ask a CM/SA to setup a CCA vendor in the nexus with some stuff for you guys if you haven't already, to be strictly used for personal use or to give people the shit they need. Can contain e.g. ID card stuff, coupons, loyalist rewards, basic food for CCA, other special rewards you can hand out, ...
 
We have a CCA vendor set up in the main office now, I'll see what else I can do about those other loyalty perks
