Basic Character Details
Physical Appearance: Shorter, probably around five foot and three inches. Lucila's hair was long, with raven tresses that were generally pulled back into a tail of some kind. Her skin was an olive-tan, indicative of both how she spent her youth and her ethnicity. Her brown eyes were keen and kind, with crow's feet beginning to make their appearance at the corners. Her build was slender but not malnourished.
Voice Description: Distinctly accented as if she had learned English later in life. It was Central American but not a stereotypical Mexican-American's. (Spoiler: It's Honduran) She spoke with a kind tone to most people she met, barring those whose actions she couldn't condone.
Personality Description: Growing up on a farm, Lucila values hard-work and self-sufficiency but also realizes that some get into situations that they are unable to climb out of on their own. To those who are struggling she is empathetic and sympathizes. She is intensely against violence of any kind and it is one of the few points that she can't whole-heartedly agree with when it comes to humanity's benefactors and the current status quo on Earth. It should go without saying that she is kind and will extend a hand to those she feels could use one.
Occupation: Security Council as an Observer | Owner of Victory-2
Political Affiliation: ICP

Backstory
Lucila was always a kind person. Even in her youth, she was forgiving and generous with what she had. It was something that came naturally, being the eldest daughter to a farmstead couple in rural Honduras. Growing up, she was the one expected to assist in housework - from the time she could walk on her own two feet until she left home, she was doing housework or working in the fields. Sewing, cooking, first aid and tool repairing were all skills she could claim to have a decent understanding of by the time she was fifteen. It was a simple life but a happy one, without fear of starvation or becoming migrant. Despite that there was always a lingering fear of what might come to pass. Her father had borrowed money from a cartel that was big in Tegus - the capital of the nation - in his youth and, despite paying it off, was always paranoid they would come asking for more. He constantly impressed upon Lucila, her mother and her siblings that if they came they were not to fight or resist in any way - that they were to give whatever they wanted and if they couldn't, run.
The constant being told to give in or run were some of the things Lucila carried - and still carry - with her through her life.
Around the time Lucy entered adulthood, she began to grow listless and discontent with life on a simple farm. She wished to move to the capital and attend university. Her father was adamantly opposed but through tag-teaming of her and her mother, he relented and gave her his blessing and the funds to go to higher education. It was in her sophomore year of nursing school that the 7 hour war occurred. Honduras was wholly unprepared and capitulated in times almost record even in a war lasting seven hours.
At first she were incredibly unhappy to be living underneath an alien race of what she perceived as dictators - no different than the likes of leaders of Honduras's past. But rapidly she began to see the differences and when they began to allow more and more liberties her hatred lessened, cooled until it became a dead ember. She didn't know exactly where but somewhere along the way she had come to sympathize with humanity's up-lifters.
Relocation was always hard but she felt good about being moved to City-24. So good that she was getting involved with the politics of Geneva.

Marcus Rhys Froster
"Mister Froster is a man who I respect and adore. He is someone I would be honored to follow into the stars and back."
"Mister Froster... Were you stressed so?"
"It does my heart well to see you not looking so sickly, Mister Froster. Please, don't push yourself to such a limit again if you can avoid it."
Bernard Mulligan
"Mister Bernard is a true worker, owning a business, attending work-shifts and being the General-Secretary of our party all while having an injured leg! Someone to aspire to be like."
Wilburt O'Hair
"A man who is good with political discourse. I don't care for his ideology but he is at least reasonable, civil and has a dapper mustache. Maybe I should visit his shop sometime."
Gottfried Hansen
"He too espouses about Futurism. He is charismatic, reasonable and open to discourses. I just wish those who disguise themselves as Unionists would leave him the Hell alone."
"You've been taking my advice into consideration. It warms my heart."
Laurentius Heartwick
"You talk a big game, Mister Heartwick. I hope my trust in you isn't misplaced."
Matthew Hawk
"I thought you were just a bureaucrat who spoke too much at first. I now believe I can call you someone I respect - maybe even be friends with in the future."
"What an enlightening conversation... I hope most of it isn't true."
'Mikey'
"A friend. I thought I wouldn't make any new ones for a while but you've rapidly proven me wrong."
"Proving to be quite the gentleman, Mister Mikey. I appreciate everything you do for me."
'Jason'
"You're quite kind and worming your way into my heart quickly. Your visits to the clinic always brighten my day!"
"God... you are so funny - even when you're doped up."
Doctor Jasmine Bridge
"The person who hired me into the CMU. I'm still grateful to you for giving me this shot. I won't let you, the CMU or the city down."
"I truly must have made an impression upon you, huh? I'll continue to do so. For the Union. For Humanity. For 24."
'Adrian'
"It's a crazy, hateful, fucked up world. But if you're here to face it with me... I think I can do it. Maybe we'll travel the stars together in the future."
Doctor Amélie Amsel
"You were lucky to get out of that situation with your life intact. But I'll do whatever I must to ensure that this upcoming election is proven legitimate - even if I, as you said, use myself as a meat-shield to protect one of the candidates."
Serena Wilson
"You're a skilled physician, Serena. But more importantly, you're a kind woman who I feel lucky to count amongst the people I'm friendly with. Maybe even friends."
Alisha Parker
"I'd like to consider Ashe a friend. She has always seemed to be willing to respond in kind, at least. Her accent is also cute."
'Nassar'
"You too were one of the first people I met here in Geneva. First workshift for me, second for you. Still makes me smile how you call all the workers during the shifts."
'Slavorad'
"Slavorad... your name still twists my tongue when I try to speak it. I will always remember when I first met you, in that workshift."
'Pegul'
'You're quite the creature, Pegul. Still I know you mean well. I wonder if I could ever get you to let me get some blood from you though..."
Victor-3
"I don't want to accept that only the strong will make it. But with every day I go forwards, it becomes more and more apparent."
Defender-5
"You recognized me for what I do. I don't work to rise in society but to recieve positive reinforcement does make it easier. Thank you."
Auro Casto
"How can anyone believe this man is worth following? A thug that would harm, even threaten to kill those who simply disagree with him? No. I won't let you take Geneva to slake your overfed, bloated, twisted ego. I won't."
"You are lucky I have too much left on this planet to do in service to our species. Otherwise you would not still draw breath."
"I don't know what to think about you now, Casto. Mister Froster seems convinced you're a danger to Geneva. I don't know anymore..."

Loyalists
"They are those who understand if we want to not only survive but to become greater than what we are, we must collaborate."
"I will not rest. I will do what I can to ensure humanity builds this stairway to the stars. If it takes a million steps, I will lay as many as my hands allow me."
Citizens
"What I am counted as - for now. There are those who I can be friendly with and those who I can be friends with."
"More and more issues arise daily with citizenry. Injuries, infections, illness. It is growing to be a bit much."
Combine Civil Administration
"Our leaders. Respect is to be given to those who lead us on this great journey to becoming a full member of the Union."
Universal Union
"The Union is to be respected and feared in equal measure. They defeated our world's militaries in seven hours but didn't just extinguish all human life. That is something to be acknowledged."
The Resistance
"A bunch of terrorists masquerading as liberators. When they're not infighting, they're murdering innocent life and destroying infrastructure vital to those left."
"How... How!? How can you resist that which has unified us!? That has brought our people safety, prosperity and unity!? To lash out, bite the hand that feeds is the height of folly! ...No matter. I will protect Geneva against you - in what ways I can."
Civil Protection
"The first line against those who threaten our stable and prosperous life styles."
"It seems more and more officers are learning my name. I can't believe that I am becoming of notice - not negative either."
Civil Workers Union
"The workers who turn the great wheel that is the economy of City 24 - and the rest of our planet too. They are some of the finest people I have ever seen."
"I have made some good friends in the CWU. Slavorad, Ashe, hell, Mikey's one of them now too. Working with them going forwards will prove interesting."
Civil Medical Union
"I am going to join you, one way or the other."
"I have enlisted with the Medical Union. Even though my first day has been hectic, this is truly where I belong."
"I have made it so far, so quickly... This is no time to rest on my laurels. Strike while the iron is hot."
"Another chapter closed. I hope this is for the best."
Security Council
"A legislative body... without one, governments stagnate and suffocate with neither reform or change. I hope to do what I can to guide Geneva away from the times we seem to be heading for."
Anti-Futurist & Unionist Movement
"Auro Casto is not what City 24 needs. Geneva should be lead by those who have experienced the city's best and worst - and have experience!"
"With Mister Froster gone... I have to retain hope."
The Guard of National Conscience
"A respectable platform to be certain but have they compromised on their ideals or do they truly plan to leave the coalition once its convenience is up?"
"I have recently been re-evaluating my opinions on the parties here in Geneva... Maybe I should listen more to GNC party members."
"Now that I am on the SC, I am hoping to be able to reach across the table to the GNC-FP coalition. If we want good, effective change to come about, cooperation between the members is a must."
The Futurist Party
"Any political party that allows nepotism, para-military forces and is a platform for a cult of personality is to be scrutinized. Silvio Casto is a man who can be respected for his achievements in Rome - his cousin is not."
"I still do not want Auro Casto for City 24 but I am learning to respect those who represent him here. Hansen and O'Hair are good examples. Hansen especially."
"Now that I am on the SC, I am hoping to be able to reach across the table to the GNC-FP coalition. If we want good, effective change to come about, cooperation between the members is a must."
"I swore I'd offer to hear out the Futurists. Casto and those who are firmly indoctrinated into his cult of personality make it much and more difficult for me to desire to with each encounter I have with them."
"I was wrong.. I think. I don't know what I think anymore. They don't truly seem like the enemy, not anymore. I don't know who I'm going to vote for now."
Democratic Socialist Party of Universal Union
"I'm sorry... who? No, really. Who?"
"Ah... I did a bit of reading after I treated Doctor Amsel. It seems respectable but is it feasible?"
Iso-Centralism
"I wish I could say I know more about this party. But I don't. Maybe I'll learn more if I get onto the Council."
