Not to put a damper on things, but this is the same ineffective policy-making that makes the Provisional Assembly a bore. The pledges themselves lack any form of functionality and some either contradict previous Executive Orders by the Civil Administrator or are unnecessary/obsolete.

These are my issues with your pledges and how I feel they can be improved.

Point ii. directly conflicts with Executive Order No. 6, a.k.a the Underclass system.

Fix: Get rid of Executive Order No. 6 as it is a bad policy.

Point iii. would require a large amount of player dedication and involvement in maintaining the project which would reap very little rewards. A community garden wouldn't seem that beneficial to players, and similar to the last point, partially contradicts the intended goal of Order No. 6.

Points i., v. & iv. include duties already overseen by the faction lead. I don't get what you mean by organizational headquarters and rearmament; they already have the nexus as headquarters, and rearmament for socio-stability seems like weird phrasing for the continuation of city rp as normal.
Fix: Focus on setting up a planning committee to organize more loyalist events.

Point vi. is a good suggestion but rendered obsolete when citizens can send their IC legislation or requests to the Provisional Assembly via their forum section.

Fix: Push for even greater forum involvement so citizens can vocally voice their opinions on city policies and engage more with the members of the Provisional Assembly there. The Provisional Assembly forums could have an IC section to accommodate this, similar to the legislation section. Considering @Vinyl intends to shift the voting process to the forums, this could breathe new life into the forum section and revitalize player interest in the section to interact with the Provisional Assembly (and its members) more.

While it might be unfair to criticize your in-character policies/pledges from an objective out-of-character view, I feel it is essential for people to realize the faults in their policy-making when they're actively entering a position that can affect City RP as a whole so that they can better improve on their original concepts.

Point i.
Will be amended (Additional details)
Reason for Policy: GCF isn't up to its full potential as intended. By headquarters, it is a district station of sorts for Citizens to file reports a/o send in inquiries since Bluesuits can't exactly willy-nilly enter the Nexus. As for rearmament, an IC push will be made for the GCF to receive actual firearms instead of batons that are useless against a '6'5, Full Rebel Armor, Hates Combine', [HIDDEN] RPG' Rebel, which is the norm nowadays. To add on, C-24 V4 is very Rebel friendly, so let's even the odds.

Point ii.
Will be amended (Additional details)
Reason for Policy: This is meant to encourage sociostability in City-24. Although it's currently vague, the offered programs won't be available to members of the Underclass, meaning those beneath a certain amount of S-C Points. I, however, agree that the 'Underclass System' aka Executive Order No. 6, effects deeply on Denitizen RP. I ICly can try to push for a vote to withdraw sub-policies within Executive Order No. 6, such as anyone below between 125-100 S.C Points being treated as plebs. From what I was told OOCly from sources, the Executive Order might be amended anytime soon.

Point iii.
No Change
Reason for Policy: It just gives people reason to Passive-RP, you don't need the entire server to do that.

Point iv.
No Change
Reason for Policy: As Vice-Chairman, it is within my rights to remove members from the Legislative Assembly. (Correct me if I'm wrong, @Vinyl) As for Loyalist Committees, I tried that once back in the Security Council days, it got downvoted down. I might try again ICly, but it's basically a 50-50.

Point v.
No Change
Reason for Policy: Same as Point iv

Point vi.
Undecided
Reason for Policy: Here is the thing, shifting things to the forums for simple things like Citizens voicing an opinion or concern in my opinion, just removes the core aspect of the Legislative Assembly, which is to improve and or maintain an active City RP. However, we could make amends to your recommendation by adding an appointment slot section on the forums for Citizens to speak to a local representative, but then again, that can always be done ICly.

@Mothra Also a favour, I don't want to flood this post's comment section unnecessary. Any further comments/ recommendations, please DM me directly.

Ill reply to my mentions when I'm home. Deleting the old reply

This is planned and part of now passed Executive Legislation 1 members will be elected on a montly basis.

I'd like to push for more things ICly instead of the forums, something such as an audience is planned, so every citizen can attend the meeting and watch it, maybe even talk with representatives.

it is within my rights to remove members from the Legislative Assembly. (Correct me if I'm wrong, @@Vinyl)
Correct, you are allowed to remove members with discussion
