Instant million-dollar idea.
Have a one-way container where players can deposit notes, mail, etc. The core idea is that, as players can freely deposit items/notes within the container, only the container's owner may access those items and check /what/ items have been deposited.
This is, by and large, a loyalist-specific suggestion, as its practical implementation affects loyalism the most. From drop-in mail directed towards the CCA (an alternative to communion) to collecting ballots, gifts, etc., this has an immediate vast array of bureaucratic and public use.
Only the container owner or those authorized should be able to view the items inside, including accessing their items (i.e., remove them). Players should be able to interact with the container to deposit an item inside, given there is plentiful space, but they should not be privy to their contents whatsoever.
Alternative means of utilization, including larger scripts or exploitation by other factions, including rebels, have not been fully explored/and or considered.
