Add a time to apply medical items, each medical item gets a different time depending on what it is, injections take the shortest, surgical kits take the longest, everything else is in-between.
Also make it so the higher your medical skills is the less time it takes.

This would stop medical items from being spammed, add more strategy to combat, and make medics actual have a use.

Makes sense. The only reason there isn’t a timer is because of TBC, but we don’t use that anymore anyway.

Isn't this already a thing? I thought painkillers have a more immediate effect though deteriorate after some time, where as healing takes longer but is more permanent.

M!NT already has a plan for how medical items work in V3 and how they'll be much more slower and realistic to apply, so you can probably guarantee that this will already be added

The ideas of slapping bars on people's screen and then having them sit there waiting out the bar seems dreadful to me and would just make the entire experience seem like DarkRP rather that an SRP framework.
If we must add a delay between using and actually using, I'd suggest something that actually "incentives" roleplay.

When you use an item that would require significant action, a textbox appears where you have to fill out a /me of adequate size for said action.
Wrapping a bandage around your arm? 30 characters.
Removing a bullet through a first aid kit? 60 character.
Hoisting yourself into a kevlar suit? 40? 80? Dependent on tier?

This way instead of people standing around till a bar fills up, you'll actually get a form of the intended roleplay through player-made actions. It'll make sure things are actually acted out and people who game the system are quite easily detected as it broadcasts their bullshit to anybody nearby.

wtf is this idea of putting a limit on /me's? What if you make multiple? Or what if you suddenly get attacked while putting on the suit? You can't even close it in time.
The bar is better.

You could write the /me and apply the items in less than 3 seconds. People would still spam them they would just have to type one thing out. The timer prevents people from spamming and makes it so applying the medical actual takes time instead of one /me and then instant health regen.
