Text of the Legislation:
Section 0 - Manpower Selection & Rewards
  • Cities will have conscription centers within their various housing/residential blocks, staffed by recruiters and other staff. Citizens of the urban center will be called in waves for a physical examination. If eligible, the person will be forced into military service for the Union. Volunteers may join without issue. From there, they will be placed into their formations and shipped to the proper training facilities. If the local city administration wishes, official loyalist party members may be excluded from forced military conscription.

  • Draft evasion will result in hefty punishment. The severity of punishment will be decided by the local city administration.

  • Rewards will be given to all servicemen and women upon first joining the military, either by force or by volunteering. Volunteers will be given extra rewards for joining to denote their initiative. Further rewards will be given during active service based upon merits during combat and likewise. Details on these rewards can be discussed during the Summit meeting.

Section I - Training
  • Training will be given to new Arteria formations. A standard 4-week training course on the most basic of aspects of soldiery will be necessary. Depending on the situation, a 1-week course can be taught. This is non-advised as casualties will quickly mount and new recruits will have to be sent in to replace heavy losses. If absolutely necessary, soldiers can be sent in without training but expect to quickly replace losses as extreme casualties will be a given.

  • Veteran drill instructors from various Arteria formations will be called to train and enforce extreme discipline into new recruits.

Section II - Supply
  • Industrial quotas for each city within the sector will increase to maintain the war-front of City Two. Thus, daily work hours will have also have to increase to produce more supply and war goods (munitions, food, spare parts, uniforms, body armor, etc).

  • Allocation of extra resources (iron, steel, etc) to cities will be based on the performance of each city’s ability to fulfill its quotas. Cities of high production will be given higher priority than lower productive cities.

  • A basic kit of a gun, a helmet, mess kit, digging tools, flak jacket, uniform, and radio will be given to every soldier.

  • The supply of war goods given to units will be based on the merit of the Arteria formation (Division or Corp and higher) and its commanding officers. Known veteran formations will be given higher priority.

Section III - Commissars
  • Implementation of the Transhumanist Commissar System to Arteria formations as seen and tested in the Forty-First Division.

  • One or two Transhumanist Commissars will be inserted into every squad.

  • In the event of a conscript openly defying orders from their Transhumanist Commissar without a proper explanation then said Transhumanist superior is able to execute the troublemaker on sight without question.

Section IIII - Penal Battalions
  • Those people of revoked citizenship may be given a second chance with their entry into a penal formation.

  • No training and the most basic of equipment and uniform (a different color to denote their status) will be given to penal formations. They will be used in situations where they cannot retreat and must face the enemy or die.

  • Penal formations can also be used in non-military settings (ex. Hard labor, fixing buildings, digging trenches, etc).​

Additional Notes: Adjutant Nazari here. I've read over the text of this act and can confirm that its possible to implement this act, but unlike many of the acts provided by this council this will require further cooperation by the cities to successfully implement this in a manner that will be useful to the CCA. Thus, I am requesting that the cities construct conscription center. These will be staffed by veteran members of the Arteria (ECs) who will conscript appropriate members of society for deployment in City Two. The newly conscripted individuals will be trained inside the cities in compounds that have been setup by the Arteria Arm for that intended purpose.

Meyers would prefer that you kept the recruitment to members of society that are questionable as we are expecting a large casualty rate in City 2. Additionally, all individuals with a revoked citizenship will be automatically recruited into penal formations and sent off to City 2 with minimal training. I would also like to note that OWF is requesting that the commissar is not from the transhuman arm and as we cannot exactly tell OICN exactly what to do, we will be replacing the transhuman commissar with a regular one from the Arteria.

All work-shifts will also be switched to the intended purpose of creating useful equipment (food, armor and in rare cases armaments) for the war in City 2, but I feel that the Relocation Camp for Recyclable Labor Program will likely relieve some pressure off the cities to supply City 2 so it won't be absolutely mandatory to turn every city in the sector into a industrial city.

There will be event characters created and changes to the map for the intended purpose of implementing this act. The first major change will be the creation of a conscription center on the server in a appropriate location. This will be up to the CM's in where this should be built but generally I advise a location that's underused or not used currently. The second will be the introduction of Arteria Arm on the main server via a set of event characters, these characters will consist of:

1. A higher ranking "recruitment leader" which will sign off conscription of individuals.
2. A couple of lower ranking "training professionals" or "drill instructors" which will train the citizens.
3. A Commissar who is under the command of the recruitment leader.


These characters will ensure the recruitment of unbecoming and anti-citizens into the Arteria Arm. Its important to note that at the conclusion of their training the characters will be sent to a city that will likely get them killed. However, if a character manages to pull off a term of service in City 2 without dying they will likely return to City 24 as a hero! That's possible. Somewhat.

Once these members of the Arteria Arm have met their quotas (this will roughly take at least a few weeks) then they will leave City 24 and dismantle their conscription center on the way out. Additionally, All workshifts as of this moment will now be themed for the intended purpose of supplying City 2 but specific goods (weapons) will only be provided by the Relocation Camp for Recyclable Labor Program.

Sign up for the Arteria ECs will open at some point in the next few days. Members of the Story Team are generally given priority here but if you have a exceptional application (with a well designed character) you may be given a character regardless.

The Event Characters

"The Commander/Vexillum"
- This individual has been serving in one military or another since before the Seven Hour War as a simple enlisted soldier. He/She has somehow survived several purges and now sits as a minor/low ranking commander in the Arteria Arm after over fifteen years of service tasked with running Militarization Order No. 1 operations in a district of City 24. (Vexillium is basically the equivalent of anything from LT to CPT in a standard NATO army).

"The Commissar" - This individual is the single most brainwashed combine loyalist that you have ever seen. If you think the CCA or the CP are bad then get a load of this guy/girl. He/she will ensure complete compliance of all individuals inside of the Conscription Center and will likely throw anyone to the CP if they even hint that they are heading towards a violation. The penal battalions have it far worse as any failure to comply will result in amputation by this individual. *blam*.

"The Drill Instructors/Nominal" - These three individuals are tasked with the training of the new recruits. They are given the authority to use the entire district as their training grounds and they will turn weak and worthless citizens (even worse in the case of the Penal Battalions) into true members of the Arteria Arm. (Nominals are basically the equivalent of SGT+ in a standard NATO army).

Further information regarding the setup of these characters and what their goal is will be addressed when the event period begins (on a separate forum thread).

These characters will exist from the start of the event period and until the day prior to Auspicus Part I which could be anywhere between now and a few months.

You will need to dedicate yourself to playing these characters as they will serve a important role in the Story.

  1. Too useful to kill... sort of. Sayaheed is competent enough not to be immediately stalkerized, but for one reason or another is not able to join Civil Protection or face transhumanization. They walk a fine line in the Arteria.
  2. Rapscallion. Sayaheed's original offences began with theft, which rapidly ascended to more psychotic forms of pranking. The relaxed and free-spirited will excel with Sayaheed, while those considered overly uptight will find themselves short of few magazines in a critical time during a firefight.
  3. Loyalty to brothers-in-arms. While the Arteria isn't exactly one's first idea of a tight brotherhood, Sayaheed recognizes that they're all up shit creek without a paddle. Their necks are all on the chopping block, and so they have to stick together to get out of it alive.
  4. Thuggish by necessity only. The concept of family cohesion is not left on Sayaheed, who uses their time in the Arteria to try and find out more about their missing family. Unlike other Arteria infantry, Sayaheed is not strictly in the game solely to escape immediate death for anti-civil violations. While her family is almost certainly all deceased, nothing is stopping the Universal Union from maintaining the façade...
OOCly, what is your motivation for playing this character?: My motivation is to get involved with an aspect of Beta lore brought to life that I find very intriguing. Conscripts serve as a bridge between ex-military personnel and the new world while also bringing in new, creative elements. I'd like to use this opportunity not only to explore an aspect of the canon that interests me greatly, but also to use the chance to help others who may be new to the concept how to increase the quality and accuracy of their combat RP and group cohesion. While I ultimately want to do this in other factions I'm involved in, use during the Arteria would be a great way to both give others feedback and to collect some of my own, both from those I help instruct and from those overseeing the program. In addition, the Arteria will actually affect the world state; something else I take a deep interest in.

Have you taken part in any quests on the Short Stories or played a event character so far? If so, state which events or event character you've played: I've only participated in Collapse thus far as DEFENDER-9; the CP who escaped the clutches of death only to switch sides and escape City Seventeen with the Resistance. I intend to come along for both the Ceres arc and Freemen, though I'm still in thought of what to apply for.

The Vexillum was only a enlisted prior to the SHW as being a officer prior to the SHW would have likely resulted in the death/transhumanization of this individual. They still ended up a Vexillum after over fifteen years of service (and somehow not being transhumanized in the process).

  1. Stupidly loyal | The unit went trough multiple sets of MMR's as his rank of i1 (in the field shows). His past designation was the one of a RL during his duty in the city. Unfortunately his past violation forced him into the current position of Commissar, looking to undo his mistakes.
  2. Ruthless | The officer already underwent many executions during his career , making him quite emotionless when handing out verdicts
  3. Valor | The delegate has been seen several times showing off leadership and capability in combat situations.
  4. Calculated | When it comes to deciding the faith of a civilian, he analyses carefully before judging.
OOCly, what is your motivation for playing this character?: It's been a long time since I've experienced a character as such in an event which isn't based in the main city. I wish to portray it properly and actually interact with this faction, unhindered by OVERWATCH AI's watchful eye.

-Mildly dislikes Bureaucrats
He holds a mild dislike for Politicians, who don't have to get their hands dirty and tend to make unreasonable demands. Clogging up processes with bureaucratic mess and causing slogs. He prefers for them to simply give what is asked for and not to complicate matters. He will cooperate where necessary to achieve his goals however.

-Former Military
Formerly an Enlisted Soldier part of the Singapore Armed Forces' Army Branch (now City 29), he holds good amount of knowledge about Combat and Military matters. He's served in the Military Arteria Arm of Overwatch for some time now and has achieved and maintained a low-level Command Position. This venture with Militarization Order No.1 could be a turning point in his career, and as such, is extremely reluctant to face any sort of mishaps.

-Cooperative but somewhat distrustful
He's avoided being purged multiple times throughout his cooperative attitude. Unwilling to question the orders of Overwatch unless they appear to be unorthodox, and cooperating with any who can possibly further his goals and agenda, but he holds distrust to practically anyone, operating under the mindset of 'You don't know what they're actually thinking.'

-Loyal to the Combine
He views the Combine as a massive change in the functions of Mankind. A position he never though he'd achieve, homelessness and starvation virtually obliterated, jobs created for thousands. And efficiency above all else, this has given him the position of a staunch supporter, though he maintains a realistic look towards their many faults, mostly discussed out of sight. Additionally, as a result of Singapore's bloodless surrender and conforming to the Combine, he holds a more positive look on the Combine than most would.

- Occasionally Indecisive
People each have their own jobs, better to let them do their job instead of interfering and causing an efficiency drop. As such, should he come to a crossroad of decisions and it involves two parties he's affiliated with, he might take a while to actually pick an option, or go with the middle-ground out of fear of upsetting either party.


OOCly, what is your motivation for playing this character?:
Playing the Commander of the Militarization Efforts for City 2 sounds fun, and I also had fun playing as a Conscript in one of Robust's events. This particular event is also a fresh take on City 24's situation, introducing a rarely used party that can affect Lore. Preamble was lots of fun, and I'm sure the coming parts of Auspicius will be tons more fun too.

Like I've mentioned in my application for Preamble, I've been looking to play other roles in Willard outside of the Overwatch Faction, which I found rather fun as a fresh take when I played the City 18 Vice Administrator in Preamble. Additionally I've been having a little burnout of the Generic Standard Routine of Civil Protection and Dispatch, and want to explore new options. I'm also really interested to see how the affects of Preamble have on City 24.

Former Military
Odintsov was stationed in Moscow upon the start of his military service as a member of the Military Police. Closer to the start of the Seven Hour War he was promoted to Senior Sergeant and was in charge of a patrol group, touring the streets of the city center and having a bit of banter with his squadmates. Upon the start of the Combine takeover him and his squaddies managed to survive the onslaught by retreating into an apartment building and hunkering down until they managed to get communications up with command. Little did they know, it was too late, since the Russian government capitulated and they turned themselves in. Surprisingly, Odintsov received numerous offers to join the Civil Protection for his Old World expertise in policing, which he turned down. He was transferred into the Arteria. Now that the Militarisation Order #1 has been accepted by the Summit 24 Council, he views this as an opportunity to rise within the ranks.

The Voyager of Sector 10
Odintsov was one of the three Arteria servicemen who have visited a handful of European cities of Sector 10, including City 24. Having witnessed life in various Union Cities and military installations really opened up his mind. He is now certain that some things haven't changed since the Union arrival; people will always be the same.

Echoes of the Motherland
No matter what fate Russia has suffered, he still feels Russian at heart. He values any conversation and relations with his compatriots, as well as other Eastern Europeans in these trying times.

Indifferent to the Combine
Alexander never cared about being a Union zealot and he never will become one. He simply doesn't care about all that holier-than-thou Combine preacher talk. He has a job, he is getting paid, which makes him feel like he's a PMC.

Pragmatic and PTSD-struck
The man has been 'in the shit' for a long time: patrolling the boundaries of City 3, being through countless ambushes, witnessing his squaddies being torn to shreds by Antlions and Zombies alike. All these traumatic experiences made him value his own life and to remain grateful for his rational and pragmatic thinking. Seems like he's the last person to support the concept of 'Human Wave Attacks'. Ironic.


Military Scholar
Odintsov finished his Bachelors course in International Relations in the Moscow State University before he was taken in by the Russian military. This makes him somewhat smarter than the average Jarhead of the Arteria. The man is well versed in politics and languages, which means he speaks English and German flawlessly. His education and his current job can be viewed as ironic, since he is not part of the City 3 Administration and instead he is doing the Union's bidding for a living.

The Hero of the Union
After Odintsov visited City 24, he is now more proud than ever to be a member of the Arteria. All those inquisitive citizens looking up to him, viewing him as the Protector of the Union from all the Evils of the New and Old World alike, and the officers either respecting or admiring him for all the hardships he has faced. He is confident that whatever he does is of great benefit to the ordinary citizens and the Civil Protection members.

This character was one of the three conscripts in the 'Conscripts restock in City 24' event and I am certain that the roleplay I provided to the citizens was pretty unique. Having participated in said event and considering that I am receiving military education makes this event perfect for both my IC and OOC skillset.

Backstory (ADDED PART BY WRITER):

Gunnery Sergeant Marcus Coleman, also known as Coleman or Drill Sergeant, was born in Atlanta sometime during the early 1980s. Post-Vietnam America was in a rough and confusing, yet promising patch. The Soviet Union and the United States of America had finally eased tensions as Ronald Reagan became President. The Civil Rights Movement prior to Vietnam created a new standard within America. Yet America was still cruel to this South-African American... Coleman's early life is filled with neglect and abuse with his father taking far too much cocaine during an American drug war. His mother was the only parent-figure Coleman could rely on. Then school happened, and the separation between family and himself grew even more distant. Nothing notable happened in Coleman's high-school career, but at home was a different story. At Eighteen, Coleman enlisted into the United States Marine Corps as a Rifleman. A tour to Korea and a few drinks later... Maybe it was the lack of guidance during his early years that Coleman saw the young Marines try to take their few steps in the new boot world they found themselves in that Coleman took pity. He applied for Drill Instructor School and was promptly accepted for his time and service. He thought the commies' had finally blown the big one when the sky turned red one faithful morning. He shipped out to Philadelphia to hold back the continued assault by Combine ground forces and allow for citizens to evacuate. Hell was one thing - yet Philadelphia was another...

Professionalism

Coleman had his fair share of deserters within the United States Marine Corps when the war struck. The men he once thought were by his side to death ran at the first sight of defeat. Rather than build this anger within, Coleman used this fury to power the next line of troops down the battlefield to secure a small victory within Philadelphia. Although the small victory was in vain compared to the largest war in history, it helped him differentiate his pride from his ego and other selfish desires. Desertion was a hypnotizing option that began ever more prevalent as the lost battle continued. Yet Gunnery Sergeant Marcus knew that he had a job to do.
Conflicted
With the continued battle within City Two, Coleman has had time to develop his ideologies and thoughts of the battle ahead. He knows the soldiers he trains will surely perish by either the opposing forces or the commanders behind them pushing them forward. His view of politicians is stained with a mixture of blood, sweat, and tears. When he was conscripted into the Arteria himself, he thought it was a chance at new beginnings... Rather than an army serving the pride of a politician, it would be an army that would serve the nation. What a fool. Times have changed but at the same time, they stayed the same. Politicians sit in their cushy Nexus towers while the young and stupid fight on the battlefield. I guess war really does never change.
Harsh
Coleman's time in the Arteria hasn't been without wounds. His battles in the Gulf War haven't been without wounds. Coleman lost too many good young men within his life and feels a heavy moral toll weigh upon him every time he sends others to the "Graveyard". That being said, Coleman uses these experiences and personal mental trauma to remain distant and harsh to the trainees. Although his professionalism conflicts with his harsh nature, he considers both positive traits about himself. He pushes his trainees to their physical and mental limits because he knows that they'll be to be god damn ready.
Mental-State
Coleman had rejected the position within Civil Protection after the war. His frequent bursts of anger and possibly post-traumatic stress disorder cause him to take questionable amounts of pills daily. This conflicted with the Civil Protection golden standard. Although he was up for the chopping block, he was given an opportunity to prove himself within the Arteria. Although Coleman was mad, he wasn't crazy enough to reject such a deal - and so his paycheck begun.

OOCly, what is your motivation for playing this character?:
A unique character that will help facilitate the roleplay on the server. It sounds rather interesting to me. For someone who usually mains US timezones, it would be nice to have a change in pace by having this Drill Instructor character be active for US players. US players are usually citizens without any CP to be seen so it would be nice to see an authority figure of sorts during these times.

Have you taken part in any quests on the Short Stories or played an event character so far? If so, state which events or event character you've played:
I've helped with a few short stories and played an introductory event character for COLLAPSE. I am currently writing my own short story which will be due sometime later this year.

Locs was a budding officer in the Royal Navy after he'd emigrated from Latvia to the United Kingdom before the war. He and his ship were luckily spared from many of the horrors of the intervening years between the Black Mesa incident and the Seven Hour War and were able to stay combat effective until their final voyage ended in 2004 with a full surrender of the crew aboard. In his four years as a Warrant Officer 2nd and ultimately 1st class aboard his vessel he became his ship's de-facto Drill Officer and normally held the position of Parade Commander in morning and evening colours ceremonies. His job held a notable authority and required immense patience and professionalism for his role. After the war he, without a 'Combine Navy' to go to, volunteered mainly to fight Xenians and... reluctantly, other people.

Semi-Devoted to the Union

Locs was loyal to the country that took him in. Every morning and evening he'd wake up to see the ensign of his vessel be hoisted up or down the mast, ceremonially waking the Monarch. After his country was all but rubble, his loyalty had to go somewhere, and his other skills would prove worthless to the Combine's endeavors, so he volunteered. He's kept the past decade or so keeping to his word but he's still uneasy about the killing of civilians, be they rebel or innocent, he will always try to find a way to spare them. The Xenians, however? They're fair game, they're the object of his absolute hatred and he would be glad to wipe them all off the face of the Earth, which could perhaps evolve into a hatred of our 'Benefactors.' This is unlikely to happen unless he's faced with the prospect of annihilating a group of citizens for their benefit, which he's deduced is incredibly unlikely, right?

Strong sense of comradery
Locs is a loyal man, he never once left his men alone and ran away from his ship to safety, he stuck by them and will do any thing necessary to save his comrades. It's a sort of tough love though, as he acts in a way that would normally alienate the men he speaks to from him in a way to instill discipline into them. He believes a great army is a disciplined one and a disciplined army will bring results.
This is second nature to him, he will never think twice about breaking the rules to save a comrade or even to get rid of someone he deems to be a traitor to himself and the ideals he believes in.


Terrible shooter
Without a semi-automatic rifle, which he is semi-competent with, he's completely worthless with a gun, automatic weapons are strictly off limits from him so that he is never given the chance to make a mistake and kill his entire squad.

Additional Info

While he may be hesitant at killing other humans at times, he's certainly not got any qualms about shouting at them or picking them out for even minor inconveniences such as an un-ironed shirt or pair of trousers as per his former role. He was handpicked for the job for this very reason.
Will normally bring himself to attention and salute when entering the premises of a Stabilisation Jurisdiction region or similar areas, a habit from his days aboard a ship.

I want to play as Robins Locs because I'm personally involved in drill irl myself so I would like to add a little bit of actual discipline that I experience day to day to the people I'll be RPing with.
I really enjoy events and short stories you guys make and I want to continue to be a part of them!
