These would be pretty self-explanatory, so let's skip to the point and get right into it. Just keep an open mind and take each of the following at face value.

Thirdperson:

With regards to the recent change implemented, wherein having certain weapons unholstered and raised forcefully disables thirdperson to discourage peeking around corners. This retroactively applies to a couple items nonsensically, including but not limited to;
- Physgun
- Toolgun
- Combine/etc., PDA
- Stunstick (When's the last time you saw anyone running into combat with one of these out?)
- Vortigaunt Broom

My proposition is basically just allowing these items to bypass the new restriction, as it's really only a hinderance to be stuck in firstperson when you're not even in the middle of a firefight. (Or if you're doing S2RP and there isn't really an advantage to peeking around corners in thirdperson to begin with.) One final thing of note is grenades—their firstperson models are still completely broken to my knowledge, with the grenade itself being a massive error that obscures your entire screen unless you're in thirdperson.

OTA/CP Voicelines:

As it stands, typing anything into chat (with some exceptions) will cause your character to emit a variation of the radio on/off beeps. Using './/' to text in LOOC still does this, while /looc doesn't. That aside, I think it'd be a nice touch for these radio beeps (if using a voiceline) to only play an OFF variation when the voiceline has finished, not exclusively when you've exited chat or have said something IC.

Gesture Wheel:

We've all had awkward moments of having to cycle through /actstand a bunch of times to find the animation you want, so maybe it'd be a nice convenience to have an optional gesture wheel that showcases a preview of the animation as you're hovering over it with your cursor. Upon releasing the key, it runs the desired animation or /act command. Just don't have it swallow the entire screen like /handsignals does. Would probably be a good idea to merge that command with the gesture wheel itself.

OTA/CP Animations:

For awhile now, it's never been possible for the OTA models to walk upright, as opposed to being hunched over. I suggest that depending on whether or not your weapon's safety is on, you're able to switch between these hold-types. As for the CP models, normally you're stuck holding every sidearm/rifle/etc., in the same manner, but it doesn't really suit weapons like the Model 870 or UMP-45 to be held like the standard HL2 SMG with the model's hands clipping through it. There are a couple different addons on the workshop that add fixes to both CP and OTA models, namely Universal Animations Fix by ToadLobe or Retail-like Combine Animations by filz0. Additionally, reload animations for all models across the board seem to be completely broken and don't show at all.

EDIT: (6/3/23) Found another addon which may (or may not) be a suitable fit. Link is right here, it's for CP models.

'Non-character' Slots:

I am flat-out stealing Vadim's idea and putting it under my own post because I'm a menace. But to paraphrase what he suggested—characters you'd normally only use once in a blue moon I.E members of the following factions, including but not limited to;
- Stalker
- Cremator (Or just OSA in general.)
- OTA
- MoC/CCA/etc.,

...Are seen so rarely that unless you're willing to donate, chances are you've more or less 'lost' an entire character slot. With factions like OTA becoming increasingly rare, especially being relegated to nothing more than event characters, (Not to mention some players making multiple characters for ease-of-access loadout presets.) it's not really fair for them to lose half or more of their allotted characters to just filler.

I'm pretty sure that'll be all, though. Obviously I am absolutely not a programmer, modeler or anything so I don't expect all (if any) of the above suggestions to be feasible for one reason or another. Just something to think about.
