Rather than having a system where credits are stored and they are used to buy items. You could go into "debt" with this In-Depth banking system, basically making a credit and debit type system. People could go into "debt" for buying expensive items and they have a certain amount of time to repay that debt. Failure to do so, will result in a warrant being placed on their arrest so if they get ID checked then they would be arrested. Loans can also be taken, with the Combine able to take interest on loans for their own gain. Failure to payback on loans, will also result in a warrant being placed out. Punishments could include docking of rations, red tier violations depending on amount loaned, SC docked, and etc.
() People might exploit this to make hefty purchases as rebels and then never purchase anything else again
() Allow people opportunity to make larger purchases for items that might be over the credit limit but they can payback on time
() ID Card Theft?!
() Rules that prevent characters from swapping over massive debt or massive loans to another character
[Edits] Removal of the Combine Run Bank, Addition of a new rule preventing chars that have massive debt or taken massive loans (amount tbd by what would be appropriate)

I actually like this. It allows characters to access parts of the server they otherwise wouldn't get to, but at a huge risk. It also opens the gates for new forms of RP where people have the challenge of making up the credits they owe back, and a whole new danger of "I can get this item now, but I may be hunted by the Civil Protection later if I can't pay for it in the end."

() Perhaps Setup of a Combine Run Bank where people can be bankers to make these loans and do other tasks
This on the otherhand, I'm against. Seems like a redundant addition. Just keep it digital and part of a system.
 
Whats to stop a person making a character, taking a maximum debt, shifting the money to another character, becoming a criminal, hustling, getting a PK (rinsing the debt) and starting again.

This is all based on the assumption you cant delete a character who has a debt incurred.

Whats to stop someone goonsquadding and getting a debt-swarm to build up an obscene amount of cash. Alts also factor into this. There are clear dangers associated with this extending into the OOC ethics of it.

i think this can be solved by keeping it an all-digital, shop owner(-to-be) only sort of thing. loans would help encourage people start businesses, provide more roleplay in that regard, and also caters to people who intend to earn lots fast enough to pay it back. this way, it's not just as simple as "i want a loan!" as you also need to go "i want to start a business, may i have a loan?"

to echo what other people said, i think the debt/loan idea is great but the bank idea can go, and it should definitely be different based on loyalist tier (loyalists get more time, more money, maybe you even need to be a loyalist beforehand) and an organization (perhaps the CWU) should employ some form of interview process to determine whether a loan is applicable or not

I'm going to form the banking clan and extort everyone with high interest rates when they can't pay their taxes.

Yeah the banking idea in itself could go, I was more thinking of an all-digital thing to mostly be affected towards shop owners. Loans would encourage people to make hefty purchases, and also start businesses in general. I believe it should be something that has to be approved by CWU or CPs since they need to present a reason for the loan rather than just saying "I want a loan!" and then buy 10 bottles of Vodka off of it.
Also, absolutely my idea was basing it off loyalist tiers. The higher the tier, the more money you can get loaned to you. Less interest you have to pay, and also the loyalist system can determine how much you can loan or if you can be even approved for a loan.

Well, there are rules in place to prevent the transfer items and money to another character (that they own). So if they want to do that it would already be illegal to do so. I do understand, they are indeed risks to this like there would be with this such as alt factors, so perhaps new rules could be added with this that include preventing characters that maximum loan or debt to swap over to another character. That's just one count, but there are likely many more that could be put into place.

Also, you can delete a character at anytime just like you could with someone who has no debt and all the money in the world.

just look at how combine control made it.
You can't delete characters who are in debt
You could also make it where characters cannot gift money if they are in debt.

This fixes all concerns I may have had with the system. However if you can't pay for anything then why take a loan?

If something like this isn't implemented it leaves the system open to OOC attack through alts and money cartels.

We already have a quite extensive money system implemented, it is best to not spend more time on that at the moment to focus on other priorities. I'd focus this more so pushing IC measures atm
