We keep hearing the exact same three or four songs from the loyalist radio. It's fucking agonizing.
I'm not saying we need to add more songs to the loyalist radio, but instead, I think we need to add an entirely new radio.
Suggestion
Make the current "illegal" radio legal. This is essentially a neutral radio now. Its music isn't pro-combine or of "loyal class" like the current legal radio is, which makes it discouraged and seen as "beneath a proper citizen", but it isn't outright banned. CPs won't ransack a place for having one, and stores can sell them to people, albeit at the risk of their store being seen as "lower class" by a loyalist party. It allows more music to be heard in the streets aside from cheesy classic songs and the same "glorious Combine anthem" type shit on repeat.
Next, add a truly illegal music player. This music player would look like a boombox, and play songs that are outright banned by the Combine. This is because these songs are considered to spread anti-establishment messages or inspire emotions that are incompatible with current society such as anger towards "perceived injustices". Having something like this IS illegal, so if Civil Protection hear it, they can bust down your door, smash the boombox, and punish you for it.

Songs you might hear on it include:
Killing in the Name
Guerrilla Radio
Fight the Power
Fight for your Right to Party
We're Not Gonna Take It
Hoo Bangin'
Yes, all songs were checked to be before 2001 in server lore.
