To tighten their grip, they have decreed the Oath of Fealty.. A mandatory pledge of absolute loyalty, spoken aloud under the gaze of enforcers.

The following message was issued to the General Secretary

General Secretary,

The filth of Republicanism have infiltrated our collaborator ranks. The Alsace Wound calamity have left this city scarred and vulnerable, the filth walk freely among us to mock and plot as they wish. We CANNOT allow City Thirteen's plot to continue, we must make immediate steps to cease their exploitation.

Upon the next assembly, you will commence the orders of allegiance.
