In order to preserve civic alignment, transmit loyal knowledge and empower the most devoted among us to serve as instruments of ideological continuation, The Devotionist Union proposes legislative piece, number one, The Education Act. This act affirms that Collaboration is not merely a designation, but instead a discipline. One which must be taught, learned and perfected across generations. Through formal instruction and structured authority, a new class of educated, obedient citizens may emerge. These citizens will not only serve, but replicate service in others.
Section I - Definitions
1.1 Civil Instructor - A certified Supporter or higher tier individual granted educational authority to teach Collaboration Doctrine in state-approved institutions.
1.2 Apprentice Citizen - A designated civic learner, sanctioned by an official officer, assigned to study under a registered Collaborator for the purpose of behavioural modelling and loyalty acceleration.
1.3 Social Credit - The quantifiable reward system by which citizens may rise in tier, access and ration priority.
1.4 Unity Tribunal - The Collaborator Party's official overseers, tasked with upkeeping standards and maintaining promotions.
Section II - Civic Educational License
2.1 All qualified citizens of Supporter status or above may apply for a Civic Educational License allowing them to instruct within:
- Union-aligned Civic Academies
- Educational expeditions
- Sectioned parole rooms
2.3 Licensed instructors shall receive social credit allowance proportional to class size and efficiency ratings.
2.4 Union Literature - Official Universal Union literature dedicated to Earth subjects that field historical and behavioural instruction, encompassing Combine-aligned civic duty, obedience ritual and behavioural coding.
Section III - Apprenticeship Scheme
3.1 All citizens of Supporter status and below may apply for the Apprenticeship scheme in hopes of a placement under a registered Collaborator.
3.2 Apprenticeship duration shall last no fewer than four weeks, subject to review and adjustments based on the apprentice's performance metrics.
3.3 Areas of acceptable apprenticeship include:
- Propaganda distribution
- Ministry work
- Broadcast & Public speeches
- Organising events promoting loyalism
- Secretary work
- A formal display of collaboration from their mentor.
- Guaranteed tier ascension consideration
- 35-65 social credit allowance depending on tier, mentor status, performance metrics and time within programme.
Section IV - Compliance and Penalty
4.1 Any unsanctioned doctrine under the guise of collaborative teaching shall result in immediate revocation of instructor status, demotion below Supporter and referral to the Ministry of Civil Protection's parole programme.
4.2 Apprentices caught falsifying reports, undermining their mentor, or displaying divergent ideological behaviour shall forfeit all accrued social credit and be remanded for instinctive act.
Section V - Closing Article
Let it be known that to teach is to transmit loyalty, to learn is to inherit order. Our Benefactors grant us the wisdom of their teachings, it is our duty to ensure that the torch of devotion does not fizzle out with the old, but is passed on throughout all generations.
