On to my legislative proposal, it is imperative that we control the economic impact of society. Hence, I propose that a limit be made in regards to the financial status of the Denizens of our City. Now is not the time for luxury. Now is the time for ACTION! The appropriate amount is to be discussed in this legislative diet meeting, and if no conclusion is to be discussed, then it shall be the next. The glorious functionaries of the Civil Protection and the Ministry of Civil Protection are to be responsible for enforcing this amount, and that anyone who possess an amount greater than such must relinquish it over to the Civil Protection, who will then submit to the budget of the Terminal.
Henceforth, we must come together as a collective, we must abandon the luxuries that we previously held, monetary value is worthless when weighing it with the life of the people living in this Terminal."

1. A credit limit is to be imposed, of which is to be discussed by the Legislative Diet.
2. The credit limit will be removed whenever the Legislative Diet comes to a consensus and appropriate understanding of the Terminal's Finances.
3. Additionally, the Credit Limit doesn't apply to critical Union/Ministry assets.
4. Establishment Owners are exempt from the credit limit.
5. Establishment Owners must pay a tax for being exempt from this credit limit.
