N°016 - AGRARIAN ENABLING ACT

PREAMBLE
During times such as these, it is paramount that the city stands united. I don't have to remind you that our previous storm nearly wiped us out. As your chairman, it remains my duty that petty squabbles are being put behind us. The doctors think they're right, the workers think they're right, the scientists think they're right. As anyone has already concluded: we share one struggle. A problem. Fortunately, this problem of ours, can be solved direclty under the following programme. Now is not the time for disagreements or petty disputes; now is the time for action. Thus, as the chairman, I urge you all to act. The proposal below seeks to strengthen the cooperation of the Civil Workers' Union and the Ministry of Progress. Diverse and carefully devised methods, as well as goals, are elaborated below.   1. To establish self-sufficiency and self-sustainability when it comes to food supply.
  2. To generate a constant supply of fruits and vegetables which will help with the coming storms.
  3. To generate revenues due to increased exports.
  4. To reduce the reliance on industrial equipment.
  5. To reduce the reliance on manpower.
  6. To allow for less spending on importing food from foreign cities, through the substitution of farming.
  7. To allow stores to sustain themselves through third party contracting by the MOP. Payment will be agreed upon by the respective parties.
THE AGRARIAN ECONOMIC MODEL
We find ourselves with little to no choice but to resort to the various cultivation of various fruits and legumes. We stand at the brink of a famine, our emergency rations running out day by day, with even the beacons of example in our society suffering. Should the proud worker not be rewarded for his efforts in the factory after a day? Or for clearing the debris from the roads? Should the brightest minds go starving, if they engage in physical labour?

You already know the answers to all that is written above, councillors. Without engaging in senseless debates, here is what my model proposes.
1. Civil Workers' Union and the Ministry of Progress will begin to devise plans towards alleviating the current food crisis.
-->Two representatives will be selected for each, and both will report to the chairman-colonel with a report.

>Each report will be presented before the council with results and progress publically open.

2. Farming equipment and agricultural space will be allocated to the MOP.
--> Their location is to be established inside the CCR warehouse and is to be kept under lock and key. CWU and MOP must finance the costs for the locks.

---> The MOP will allocate separate funds for agricultural seeds that will fall under their possession.

3. Exports and shipments to other cities will be done through the Civil Workers' Union and their respective channels.
--> A part of the surplus is to be shipped immediately to other cities, unless a storm is close. Workers will carefully analyze the current stockpile and approach the council/chairman respectively.
---> Upon a successful export, each investment is to be returned back in full into the citizens' council.
----> The Conscripted Reserve will deploy and assist with delivery, should the route to the nearby cities be deemed dangerous.
-----> Faction representatives will be able to request funds to be allocated.
