CITY-EIGHT, LEGISLATIVE DIET
TERMINAL-SEVEN, CITIZEN COUNCIL
"N°006 - The Biotic Cohesion Benefits (BCB)", proposed by Representatives Miguel Parrilla and Henry Blaire of City Eight, passed with fourteen votes in favor and four against. This legislation grants Biotics within the Legislative Diet, and by extension, the Citizen Council, a certain degree of political empowerment. While I agree with some of the benefits, I believe most require revision to preserve the stability of the Diet, the City, and now our Terminal and its Council. This is a revitalization of the N°010 Act, which I originally proposed during our tenure in City Eight.
Under "Additional Loyalty Benefits" it is stated under §2 Section 1 that, Biotics of Tier Four with privileged status in good standing are permitted to attend and partake in Legislative Diet matters similar to their human counterparts. However, with these proposed amendments there will be changes made to the criteria by raising the bar for entry and their eligibility on voting matters, while avoiding their outright exclusion from the Legislative Diet and the Citizen Council as voting members.
Under the effect of this Act, the following changes are advised:
1.1. Biotics of Tier Four may continue to attend all Legislative Diet and Citizen Council meetings but can no longer exercise any voting rights nor express themselves on any matters when the Diet and the Council is assessing legislative changes not pertaining to Biotics.
1.2. Biotics of Tier Four with privileged status in good standing may gain voting rights and the ability to express themselves when assessing non-Biotic legislative changes, provided they have received permission from the Representative of the Legislative Diet or the Citizen Council and its Secretaries and/or any member of the local CA bureau.
1.2.1. Biotics of Tier Four may not willingly or unwillingly propose approved legislative changes in accordance with Amendment [1.2] that could result in direct defiance of Amendment [1.1].
1.2.2 If any Biotic, regardless of status, is found to be in direct or indirect violation of any of the Amendments in [1.1], [1.2], and [1.2.1], they may be subject to, but not limited to:
- Being excluded from Diet and Council meetings and barred from the Legislative Diet and the Citizen Council altogether unless pardoned by the Representative of the Legislative Diet or the Citizen Council and its Secretaries and/or any member of the local CA bureau.
- Punishment carried out by the Civil Protectorate of City-Eight or Terminal-Seven at their own discretion.
- Lowering of “Social Status”.
- A monetary fine, of which the Legislative Diet or the Citizen Council is the primary beneficiary.
1.3. Biotics, regardless of cohesion status or standing within the Legislative Diet, are ineligible to run for chairperson under any circumstances, as this would violate Amendment [1.1]. This restriction must be reflected in the system guidelines pertaining to Biotic Cohesion Tiers, clearly stating that they cannot run for official positions of importance to the city and its collaborators.
