The Conscripted Reserve has been a great asset in our fight for freedom and order. They have been instrumental in fighting the good fight in the outlands.
With that being said - People of high importance to the Terminal have been having their work hindered. No more of this, I say.
The CCR will return to its original purpose as a place for reformation and productivity - It will not be used for political measures, or to hinder the work needed to repair the terminal. To suggest otherwise, is subversive.

| Workers of any Union (Defined as: Medical, Worker) or Ministry (Defined as: Progress, Commerce, and Enlightenment) are immune to being conscripted without just cause. |
| Collaborators of Tier Four or above are immune from being conscripted without just cause. |
| Just cause is limited to: Being convicted of a Red Tier (or above) crime. |
| If any of the above are conscripted with just cause (or Conscripts who work in the Unions already at the time of passing of this bill), they will not be issued with an explosive collar, or will have their collar removed if one has been issued. |
