Impeachment Proceedings Act
CITY-EIGHT, LEGISLATIVE DIET
TERMINAL-SEVEN, CITIZEN COUNCIL
In order to uphold the integrity of Terminal-Seven’s governance under City-Eight, this act is proposed to address the transgressions of Chairman Takeo Nakamura. The Chairman has issued an unauthorized declaration of a state of emergency at a severe and unusual time, an act that exceeds his given authority, contravening the Chairman’s Mandate as ratified by the Embassy of City Eight and endorsed by the City Eight Ambassadors, Arthur Glenn and Oliver Borthwell.

Article I: Violation of the Chairman’s Mandate
Section 1
The Chairman’s Mandate strictly limits the executive authority of the Chairman, as stipulated in Article 3, forbidding any unilateral issuance of executive orders or mandates without legislative backing.
Section 2
Chairman Takeo Nakamura’s declaration of a state of emergency in collaboration with the Ministry of Civil Protection and the Combine Conscripted Reserve disregards the Mandate’s prohibition against executive autonomy as stated in Section 1 of Article I.
Article II: Breach of Trust and Accountability
Section 1
The Chairman’s act is not only a violation of the Mandate but represents a breach of trust with the Citizen Council, undermining the principles of transparency and managed democratic process inherent to Terminal Seven which falls under City Eight’s governance.
Section 2
This act of overreach must be perceived as an attempt to consolidate power under the guise of protecting personal and/or his own party's and their associates interests, without any ratified directive or legislative support.
Article III: Impeachment Motion
Section 1
In accordance with Article 5 of the Chairman’s Mandate, the Citizen Council must motion for the immediate removal of Chairman Takeo Nakamura from office. His actions stand in defiance of the Mandate, warranting a vote of no-confidence.
Section 2
This motion requires a two-thirds majority within the Citizen Council for ratification. Upon the passage of this impeachment act, Chairman Takeo Nakamura shall be removed from office, and a new election shall be held to restore proper governance.
Ratification and Enforcement
This impeachment act will take effect immediately upon receiving the necessary votes during an emergency session, ensuring adherence to the principles of our Mandate and safeguarding the lawful governance of Terminal Seven.
