—Levelling the field—

Dear Councillors of our Citizens' Council. I am writing to you as your most reverent supporter. In the council's recent motion to oust former Chairperson Takeo Nakamura, endorsed by our own stalwart Secretary-General, Ashley Valera, it has come to my attention that, though the Chairperson may be held easily liable via the council's majority impeachment, such mechanisms, however, serve unilaterally and does not reflect for the Party's more lesser leader, the Secretary-General, who requires a much larger majority to remove.

Learning from Nakamura's example, the first of any Chairperson to be dismissed, we have all felt the significance of this monumental occasion, that no leader is beyond reproach and, if need be, their power, challenged. In ensuring that our house continues to remain amenable and rooted in foundations of integrity, such accountability must extend twofold — limited not only to our Chairperson, but for all leaders of our Party.​

In addressing this systematic inequality of power, we may build a more reasoned and impartial leadership — leaders who are not committed to legacy-building but fair governance.​


By sparing this systematic imbalance, we cultivate an office ripe for tyrants, figureheads, opportunists, and fiefs. In severing it, however, we may build a more reasoned, leadership-committed government where impartiality and fair governance remain foremost given.​

N°032 — LEADERSHIP ACCOUNTABILITY ACT
CITY-EIGHT, LEGISLATIVE DIET
TERMINAL-SEVEN, CITIZEN COUNCIL

PROPOSED BY THE VENERABLE EMBASSY OF CITY EIGHT

IN PROMOTING EQUAL ACCOUNTABILITY WITHIN THE CITIZEN COUNCIL OF CITY EIGHT, TERMINAL SEVEN, THE ESTEEMED OLIVER BORTHWELL HEREIN PUTS FORTH A PROPOSAL THAT BOTH THE SECRETARY-GENERAL AND CHAIRPERSON SHALL BE SUBJECT TO THE IDENTICAL IMPEACHMENT RULES AS THOSE CURRENTLY GOVERNING THE OFFICE OF CHAIRPERSON.​



PROPOSED AMENDMENTS​

Provision 1.

The Secretary-General of the Collaborators Party requires ¾ majority vote after one week in office] clause of the No-Confidence Protocol as inscribed in the Legislative Diet's guidelines, hereby referred to as the Impeachment Protocols, is, upon successful passing, to be amended to [The Secretary-General of the Collaborators Party requires a majority vote after one week in office] as confirmed below.

Provision 2.
The Secretary-General shall be subject to the same regulatory guidelines as currently govern the office of Chairperson; should an attempted impeachment commence in accordance with legislative procedure, the Secretary-General may only be impeached following a majority vote by all present Councillors, exclusive to Councillors.
Under no circumstances, but one, shall non-Councillor bodies be permitted to vote, including up to and prohibiting:​
  1. MCP officials.​
  2. The Chairperson.​
  3. The Secretary-General, including its Secretariat.​
  4. The City Administration, including its ambassadorship.​
In the event of a tie, the position of tiebreaker is deferred to the City Administration, which, acting as the tiebreaker, may cast a singular vote in either direction favouring or disfavouring impeachment.​

Provision 3.
The office of the Secretary-General will transition from a non-rotational position appointed by the City Administrators to a non-rotational, successive position approved by a majority vote in the Citizens Council.
In the event of a Secretary-General's dismissal, demise, or unexpected departure, their immediate successor — herein referred to as either the First or Second Secretary — must be immediately ratified by the Citizens Council through a majority vote of the assembly before assuming the position of Secretary-General. ​
If no reasonable successor is found or the designated successor fails to collect a majority vote, only then will the position of Secretary-General be considered vacant and passed to the council for internal elections.​
