The SANCTIONED GAMBLING ACT is legislation that was passed two years ago that only exists within the confines of City Twenty-Four.

In the present day, there are no laws dictating legal gambling within the sphere of influence in City Eight, extending to Terminal Seven. Businesses within City Eight and Terminal Seven are thriving and require new ways to continue to make profits as their respective governments reap the rewards.

This new legislation will take information from the SANCTIONED GAMBLING ACT and expand on it so it can be used within Terminal Seven

The Sanctioned Gambling Act seeks to partially legalize and decriminalize the carrying of poker chips to a certain degree; sanctioned union establishments will have the option to acquire a ‘Gambling License’ from the Civil Workers Union. With the aforementioned license, they are authorized to partake in games of chance within the confines of their distribution block.

The Civil Workers Union would conduct periodic inspections into the proper authorized usage of said licenses.

Gambling Permits

Permits shall be distributed to business-sanctioned establishments; these establishments must prove they operate within the confines of the Combine Civil Code and regulations passed by the Legislative Diet

The handling and authorization of permits are in the hands of the Civil Workers Union



Game Rules

To combat the possibility of cheating in games meant for chance, the owner of a permit must list all the games played at their establishment on the application of the ‘Gambling Permit’ games that are permitted, for example, blackjack, poker, and coin-toss. These games have the factor of chance if played with standard playing cards.

Currency & Chip Legalisation

Currently, if a person possesses more than fifty (50) or more chips, it is charged under 37; Non-Sanctioned Gambling. Fifty Chips to be able to be utilized does not constitute a growth in business. Therefore, we are asking the limit be raised to a hundred (100) chips. Possession of more then a Hundred (100) chips will be punishable under under 37; Non-Sanctioned Gambling

Chips Storage

Businesses are authorized to store up to one thousand (1000) chips within the confines of their establishment. If granted the Gambling Permit by the Civil Workers Union

Chip Exchange

For the exchange rate, from chips to credits. The minimum exchange rate is set at 5:1 (Five-Chips-to-One Credit). The Civil Workers Union has the right to raise the exchange rate at any given time with or without notice.

Business establishments with gambling permits can exchange chips for credits or vice versa at the Civil Workers Union. The Civil Workers Union reserves the right to dictate when and how frequently they may be exchanged

To ensure Union Establishments adhere to the legislation, the Civil Workers Union or Civil Protection functionaries are required to inspect a periodic nature; these are to check if the establishments follow the one thousand (1000) chip storage cap and other named clauses.

Definitions

Game of Chance
Game of Chance is to be interpreted as any game that has an unpredictable outcome or is completely randomized. Such as Poker, Blackjack, Coin-Toss or various other games that fall within the interpretation of Game of Chance

Ratification and Enforcement

This act and its clauses will be enforced by the Civil Workers Union and Civil Protection; the Civil Workers Union will ensure license authorizations are handled properly

This act shall take immediate effect upon its ratification by the Citizen Council.

An OOC note:
I was made aware that playing cards (the script) sometimes breaks your inventory, so I would personally class using rolls for cards (e.g rolling 1-13 for blackjack) to be acceptable as part of this.
 

now i have to get dealers to watch the players, and boxmen to watch dealers, the floormen to watch the boxmen, the pitbosses to watch the floormen, the shift bosses to watch the pit bosses, the casino manager to watch the shift bosses, this is the ultimate job act in terminal 7
 
Passes unanimously with this amendment:
Collaborators (T4+) are allowed to carry TWO hundred chips.
