In the grand halls of assembly, the sight of mismatched figures, each clad in their own fabrics and colors, was an affront to cohesion. How could unity be expected when even those entrusted with legislation fail to reflect it? It was a weakness, a flaw that the paranoid Administration could no longer ignore.
The following message was issued to the General Secretary
General Secretary,
In alignment with the Administration’s ongoing efforts to affirm uniformity and root out malignant filth within City 24, you are hereby instructed to introduce and enact a vote to establish a standardized dress code for all assembly members.
The standard shall be red - The symbol of our great city. I will allow deviations to be made via separate amendments. If certain binders wish to wear a uniform to represent their own, I will allow it. However, for ceremonial or special occasions all shall wear the color of our great city.
Confirmation of compliance is required at your earliest convenience.
Death to traitors.

SECON are to debate the following:
- A standardized dress code will be enforced for all assembly sessions.
- Binders may be granted exceptions to wear their designated colors via amendments.
- On special and ceremonial occasions, all legislators must wear the Red Collaborator Jacket as a symbol of unity and allegiance.
