Following recent street attacks in the district and the Security Council's actions fueling a greater sense of paranoia in the Regent, a new line of thought has emerged in the Regent's mind. He now believes that the conduct and expressions of the city and its collaborators must be refined to foster a prosperous society.

The following message was issued to the General Secretary

General Secretary,

To ensure the continued cohesion and discipline of City 24, the Administration is mandating the creation of an official Book of Civic Conduct, a set of key instructions to govern behavior, duty, and societal expectations. This codex will serve as the foundation for a unified, orderly, and compliant populace.

You are hereby instructed to oversee the drafting and ratification of this document, ensuring that it aligns fully and without deviation to my Administration.

Once complete, I want the Ministry of Enlightenment to produce and mass publish the book for all. Failure to carry this book shall result in conspiracy charges, it is mandatory for all citizens of City Twenty Four to carry this book at all times. The book shall be made easily accessible for newly arrived relocations.
