N°24 | Criminal Isolation Act

From tier zero, to tier seven, this is something every collaborator is aware of: the amount of criminals within our terminal remains untouched. While the common collaborator was engaged with thoughts apertaining to their financial security, undesirable elements were busy, perpetrating the suffering further. Be it by committing theft, murder or plotting against their foreman, we musn't forget: we cannot spell "financial security" without "security".

We must begin to carefully consider our positions as we continue to preserve the fruits of tomorrow. The success from a month can be presereved only by enacting immediate security. Our illustrious benefactors have granted everyone not only the blessing of life, but the blesssing of ascendence. Every man has the right to civil living standards, yet not every man should benefit from the hard-earned standard. These criminals never think of their future, they never think of their past, and they are always jumping from moment to moment. Our cadance and patience must not be tested. This act is aimed towards the ones who have refused to integrate within our glorious circle. Those who not only have refused to step towards the light, but crept further back into their abyss.

I. Every person under one-hundred social points will be forcefully evicted from their apartment. Higher tiers of collaborators will use their property instead.
--> Blackbands will be prohibited from acquiring property within the city.
II. Any criminal, at the discretion of the Civil Protection, can be forcefully conscripted into the penal battalion.
--> Collaborators ranging up to tier four can be drafted into the conscript penal battalion and serve for an agreed period of time. Terms and conditions may vary. Crime tier MUST be red or higher.

---> Anyone who is assigned into the penal battalion is mandated to wear an explosive collar to prevent desertion. The key to remove the shackle will be held by the command of the Reserve.
----> Collaborators that have failed to perform cohesively in their assigned roles (management), fall under this clause.
-------> The chairman can assign collaborators regardless of their status or reason.
III. Blackbands will be restricted from buying goods without POS terminals. Coupons may not be used for purchases under any circumstances.
IV. The state has the right to confiscate any amount of credits held by any conscripted political prisoner, regardless of the amount.
--> Credits will be deposited withhin the treasury of the coucil.
---> The acquired funds will be repurposed upon agreement.
----> Personal items, clothes and valuables will be destroyed or sold for profit.

I'd almost let this pass just to put a slave collar on a certain collaborator or two.
 
It'd be cooler if underclass RP was promoted by forcing their apartments in the slums rather than having it completely randomized

^ this would kill the suspense of [where is the combine gonna force me to live for the foreseeable future?] though.

Made some changes. Everything in red has been removed to accomodate a more moderate take and make the life of cops easier.

People will whinge and moan for a more hardcore experience and then backtrack when the actual hardcore part rears its head. Crazy.

so, by removing "Regardless of crime tier". It doesn't state a crime tier where that can happen. So, it leads to the same problem. Any criminal for any crime can be forced to be a conscript. You didn't fix the problem.

Move the only Red Tier or above crimes to the full point, and not under the Collaborators part. Which would fix the problem.

- If you choose an outcast start, you're automatically breaking the law

Prevented from entering the city 'at all'? Not even for workshifts? Even civpros are meant to allow prisoners to attend workshifts. (refer to civpro guide for source)

I presume this was merely an oversight, considering the next statement a few points down stating that underclass aren't allowed in stores.
