Standardized Voting Practices
This legislation proposes new regulations to be placed on the existing voting system. Any and all votes held within City 24, be it for future legislations or elections, must follow these new regulations.
For Collaborator Party Voting:
In order for a vote to be valid, the vote must be held digitally, and the votes must be recorded digitally. The results of these votes must be available for the party to view in real-time. Prospective voters must attend the assembly to vote.
Should this legislation be accepted, the Security Council will be required to enforce it, and members of the party must be provided with a way to digitally vote while within the Assembly.
For City-wide Voting:
In order for a vote to be valid, it must abide by a number of regulations, such as requiring the names and CIDs on ballots to match existing datafiles, among other things. A complete list of these regulations may be found in Article III. These regulations exist to ensure the security of ballots.

Be it enacted by the Security Council as follows:
§ 1. Definitions and Terminology.
(1) Provision 3.1 — Collaborators Party Voting Practices - Pertains to situations in which voting is limited to members of the Collaborators party (Tier 4+ citizens). These votes are usually, if not always, held within the assembly hall within the nexus.
(2) Provision 4.1 — City-wide Voting Practices - Pertains to situations in which voting is open to the greater public, such as citizens outside the Collaborators Party (Citizens below Tier 4). These votes are usually, if not always, held outside the nexus and assembly hall. Polling is done via public voting booths.
(3) Provision 4.3 — Format - A specific set of questions that must be completely filled out with accurate information for a vote to be counted.
§ 2. Article I
Provision 1.1 — Objectives of the legislation
(1) To ensure every vote held within City 24 conforms to a set standard.
(2) To streamline the existing voting system.
(3) To ensure human error does not interfere with the voting process.
(4) To ensure the security of all votes and ballots.
§ 3. Article II
Provision 3.1 — Collaborators Party Voting Practices
For situations in which voting is limited to members of the Collaborators Party or above:
(1) For a vote to be valid, it must be held digitally.
(2) All votes must be recorded digitally.
(3) The results of these votes must be available for all members of the party to view in real time.
(4) Prospective voters must attend the Legislative assembly to be able to vote.
(5) All official Collaborators Party votes held within City 24, be it for legislation, elections, or otherwise, must comply with the regulations listed within this legislation.
Provision 3.2 — Enforcement
(1) The Security Council is required to enforce these new regulations during every vote held within City 24, be it for legislation, elections, or any other sort of official vote held for the Collaborators Party.
(2) The Security Council is required to provide assembly attendees with a way to digitally cast their vote, should one not already be available to them.
§ 4. Article III
Provision 4.1 — City-wide Voting Practices
For situations in which voting is open to the greater public:
(1) City-wide votes must be taken at public polling booths operated by members of the Collaborators Party.
(2) For a vote to be counted, the voter must completely and legibly fill out the format provided in Provision 4.3 using a pen and ballot sheet provided at the voting booth.
(3) For a vote to be counted, the name and CID digits submitted on the format must match an existing civilian data file. This must be checked by whoever is operating the voting booth.
(4) The exact number of ballots taken must be calculated and documented, and the number of votes must be available for the rest of the Collaborator's party to see, however, the other details of the votes may remain anonymous.
(5) The ballots must be photographed, and these photos must be uploaded to the Security Council and Administration via intranet relay. The number of photographs must match the amount of ballots documented in Provision 4.1 Sub-section 4.
(6) Upon the conclusion of polling, the accumulated ballots must be safely transported to at least three other members of the Collaborators Party for re-review. These Collaborators must not have been involved in the previous reviews mentioned in Provision 4.1 Sub-section 3.
(7) Following the re-review mentioned in Provision 4.1 Sub-section 6, the amount of ballots must be compared to the documented amount covered in Provision 4.1 Sub-section 4.
(8) So long as no discrepancies are noted in any of the ballots, the election may proceed. Should discrepancies be noted, the vote must be held again unless overruled by the City Administrator.
(9) All official votes held within City 24, be it for legislation, elections, or otherwise, must comply with the regulations listed within this legislation.

Provision 4.3 — Enforcement
(1) The Security Council is required to enforce these new regulations during every vote held within City 24, be it for legislation, elections, or any other sort of official vote.
(2) The Security Council is required to keep voting booths fully stocked with ballot sheets and pens at all times.
(3) If discrepancies are noted during the ballot reviews mentioned in Provision 4.1, the vote must be held again unless overruled by the City Administrator.
(4) The Security Council is responsible for the security of all ballots, and is to be provided with locks, containers, and Civil Protection escorts should they need it.
§ 5. Penalties
(1) Violation of the regulations set out in this legislation will result in expulsion from the Collaborators party.
(2) If an individual is found to have intentionally or unintentionally lost or destroyed ballots, planted forged ballots, or sabotaged votes, they will be charged with 99: Wreckless operation.
§ 6. Effective Date.This local law shall take effect immediately.
