N°25 | The Districts of Terminal Seven Act

The Districts Act
Administration • Order • Transparency

Democracy is a tool granted to us to utilize as we see fit in order to turn the gears of industry and progress further.

Sometimes, we need figureheads and leaders to rise from within us and lead. For this reason, I propose we split the Terminal into four distinct districts, each with their own Steward to lead it.

Let us not waste more time arguing and bickering amongst each other while the city faces crises. The time for action is now! Terminal Seven needs YOU to lead it!

Legislation Contents​
1) Establishes Four Districts. They are: Commercial, Industrial, and Developing.
2) Each district is granted their own Keeper. This Keeper will be chosen from within the Party by popular vote, and if not already a Tier Five+ citizen, will be granted temporary tier five citizenship.
3) The Keeper's term will be One (1) month. This can be extended to two months by popular approval. There are no term limits for this position.
4) Keepers are expected to bring forth problems from their district to the council, as well as use their own initiative to solve problems. Fundraising events, donations, or taxation, as long as it falls within legal limits.
5) Keepers may be removed by the Chairperson or General Secretary with proper cause.
6) Each District's Keepers are also in charge of special functions. These are:
- Commercial: Ensuring trade flows smoothly
- Industrial: Ensuring the city's stock and infrastructure remain operational
- Developing: Ensuring the people are housed and crime rates stay down.
7) When addressing issues in their District, directly related to their district or function, the Steward's vote counts for two. The Keeper has to declare this before voting, and must give a compelling argument. The chairman or secretariat will decide whether this is valid or not.

I've got once concern, regarding the "developing steward". Part of his job is "ensuring crime rate is low". How do you want this to work?
 
Yeah, the slums are the rebel rp area, every single building and apartment are rebel bases cause that's the point of the area.

On a serious note - there are multiple ways about it.
One is pushing for more 'Law and Order' legislation.
The other is a more informal agreement, working with rebels, reducing their crime to less obvious stuff that don't affect the city.
 
So basically possibility for corruption there. [Also, cheeky move on the reason to introduce stewards into willard lore. Someone played a lot of frostpunk 2 :} ]

I would't say that every single building there is "Rebel", think of it more like people doing "Not so legal stuff" to either make their life bit easier.

Think of it like poor neightborhood or block.

Everyone there does what they can and want, in order to have something to eat for dinner and to generally live in somewhat comfort.

i meant in an OOC sense. All of those places are meant for rebel bases specifically, solo players can even get OOC kicked out of a location if a group needs a base and can't get one otherwise.
