Hard and determined they remain committed to enforce law and order through and through. It is through the officer's justice where criminals thrive however. A fair and just system was established upon our glorious planet - and yet, our Benefactors have decided that everyone has their use. Their role. Through clemency, the undesirables thrive amongst us.
Deceitful and plotting, these elements never rest. Once something is alive, it does not die off easily. The Conscripted Reserve pushes for an immediate rebuttal to these elements by imposing a conscription term upon those that have wronged- or who will wrong our Benefactors again. Through discipline, we achieve order. Through order, we achieve preservation. The propsed legislation below ensures that repeated offenders will have to account for more than just a re-education and a point deduction by the local officers.

The CONSCRIPTED status is defined under the following terms: any individual that has commited a red violation, can be subjected to this status. The status encompasses a limited term upon which the individual in question falls under direct command of the Combine Conscripted Reserve. Furthermore, upon being classed as a conscript, an explosive collar around their neck will be administered alongside a handheld communication device which is to be returned upon the end of the term. The collar can be detonated remotely, regardless of location and time.
§ Criminal Conscription Act
I. Weekly assembly vote.
Establishes the Disciplinary Conscription Board, which consists of:
- The MCP commissioner.
- CCR high-command. Lieutenants and above.
- One MCP inspector.
- Conscripted individuals will regain their citizenship upon the end of the term (two weeks). A red tier violation must be present.
--> Grants the board the ability to mark people for conscription, provided the vote ends in majority.
--> The Colonel can mark people for conscription outside the weekly vote.
II. Civil Protection may conscript individuals outside the weekly vote.
Criminals that have commited red tier transgression and above can be placed under the conscription status by Civil Protection. Any, and all inquiries will go through high-command and the respective bodies.
-> May bypass the vote, regardless of the time and place.
III. Any conscripted individual will have its items confiscated regardless of the amount and the value of the items.
-> Monetary funds will be repossessed by the Citizen Council and will be pledged towards the state budget.
--> 20% of the confiscated funds will be allocated to the reserve for the purchase of various equipment such as collars and radios.
