Dear populace of City Twenty-Four,
I speak to you all today to inform you of the new changes that will better our City. These new changes are important for our further unity, perseverance, and prosperity.
We have come a long way since the start of our journey together, it is finally time to take the next step. The Administration will implement the Underclass system in favour of the advice of the Provisional Assembly. However despite the good nature of change we have come to see that the recent attacks on our society has not gone unnoticed by the Administration.
The Administration will therefore impose several sanctions on the Indigent zone starting immediately. There will be allocated time for the change implied by the new Underclass system.
THE SANCTIONS OF INDIGENT
STATUS: ACTIVE
INTRODUCTION
There is but no other choice to sanction Indigent. The Administration expresses a deep sorrow for its implementation of this executive order, however do understand that this order is based on the wrong and wicked ideas brought upon you by fringe elements.
The sanctions will be re-evaluated and review at the start of April 2018.
THE UNDERCLASS
STATUS: ACTIVE
INTRODUCTION
The Underclass is designated for those who have yet to show their true passion and dedication for the society that we all live in. To further unify against the undercover fringe elements in our beloved City, we must divide them into classes. Through division and mockery comes isolation and self-hate. We must forcefully make them aware that it is not beneficial to not be part of our society. To not be part of the greater good is in itself inaction ergo a conspiracy against us all.
The Underclass will hold no rights nor privileges, after all, why should they only receive the goods and rights that our beloved Collaborators hold when they have yet to provide back to our society?
The Underclass is anyone designated as below 100 social credit points

EXECUTIVE ORDER NO.06
The most important changes are as follows;
Defined as anyone below 125 social credit points and are directly associated as non-confirmed loyalists. Anyone not wearing a loyalist armband is considered to be part of the Underclass. Wearing an armband that does not equal your loyalist status has severe consequences. Any and all loyalists must now wear their armband proudly, not doing so is an anti-social act. Belittlement, disrespectful comments and any or all other forms of communicative degrading is advised towards citizens part of the Underclass. Citizens conducting communicative degradation towards Indigent citizens and/or Underclass citizens will be eligible for an increase of social credit points.
It is important to say that "THE COLLABORATOR PROTECTION ACT OF 2018" still holds for general violations and protection of loyalists but this Executive Order goes above it, no one is exempt from pridefully showcasing their loyalism.
i. Tier 1 (125 SCP) = Red armband
ii. Tier 2 (160 SCP) = Orange armband
iii. Tier 3 (200 SCP) = Yellow armband
iv. Tier 4 (200 SCP) = Blue armband
v. Tier 5 (200 SCP) = Green armband
vi. Tier 6 (200 SCP) = White armband
